Secret and private organizations, in the form of Greek-letter organizations, mutual aid societies, and civic orders, together possess a storied and often-romanticized place in popular culture. While much has been made of these groups’ glamorous origins and influence—such as the Freemasons’ genesis in King Solomon’s temple or the belief in the Illuminati’s control of modern geo-politics—few have explicitly examined the role of race and ethnicity in organizing and perpetuating these cloistered orders. This book is based on 18 months of ethnographic research with nongovernmental organizations (NGOs) that take the primary interventionist role in Roma education throughout Hungary. Through the use of ethnographic interviews, long-term participant observation and textual analysis of NGO websites, pamphlets, and promotional materials, Andria D. Timmer examines the nongovernmental sector as the locale in which the politicized “Gypsy identity” is constructed, interpreted, and contested. Many NGOs uphold the provider-beneficiary dichotomy, which blames failures on cultural or ethnic differences, rather than address the discrimination, racism, segregationist policies, and outright violence against the Roma. This policy has further exacerbated the residential isolation, discrimination, and manufactured sense of cultural differences that enables the continued practice of segregating Roma children into ethnically homogeneous schools or classrooms that commonly offer less quality education than that which their majority peers receive.

Prof. Ette is a graduate of Methodist Secondary School, Nto Ndang, Ikot Ekpene and the College of Education Uyo in Nigeria. He obtained the Bachelor of Science degree from the University of Tennessee at Chattanooga before enrolling in theological studies at Emory University in Atlanta, GA where he obtained the M.Div. degree. He did further graduate work in Gerontology at Georgia State University in Atlanta, Georgia and at Portland State University in Portland, Oregon where he obtained both the MSW and the Ph.D degrees. He has worked in the area of mental health and in various community projects. Dr. Ette is an ordained pastor and has served several Methodist and Baptist churches in the Pacific Northwest region of the United States. His research and writing interests are in the areas of immigration, community development, spirituality and culture. He is currently a professor of Social Work at Northwest Nazarene University in Nampa, Idaho, USA.
