This briefing paper provides an overview of the Kansas Department of Transportation ten-year Comprehensive Transportation Program (CTP). The 1999 Legislature approved a CTP that details all transportation projects that are to be completed from FY 2000 to FY 2009. This paper specifically focuses on the changes that the Legislature has made to the CTP funding structure since 2001. The following information is included: 1)-- A brief summary of the original 1999 approved ten-year CTP budget and revenue estimate, including the original ten-year projection of the quarter cent sales tax direct deposit, the sales tax demand transfer, vehicle registration fees, and motor fuel taxes. 2)-- An outline of the adjustments made by the Legislature to the financing of the Comprehensive Transportation Program, including a review of 2004 SB 384. 3)-- A brief summary of the 2005 revised ten-year CTP budget and revenue estimate, which is based on the April 2005 Consensus Revenue Estimate, including the revised ten-year projection of the quarter cent sales tax direct deposit, the sales tax demand transfer, vehicle registration fees, and motor fuel taxes. 4)-- A cashflow table that reflects the actions taken by the Legislature to bolster the financing of the Comprehensive Transportation Program.
