Two groups of students were compared to determine the impact of early intervention at the Early Childhood School on academic outcomes in later elementary school years for both math and reading. Students who were determined to be disadvantaged in some way, either by income, limited English proficiency, or having been identified as needing specialized instruction and who attended an early intervention program, prior to kindergarten, were compared to a similar group who did not attend the intervention program. Scores on district level assessments in math and reading were tracked for both groups of students through the third grade. Scores on high stakes standardized testing of the students in third grade were also analyzed. Results indicated that students in the control group outperformed students in the treatment group on the majority of district level assessments. However, the opposite was true for high stakes testing where the treatment group outperformed the control group on a consistent basis. These results were consistent, regardless of the nature of the disadvantage. Students who attended the prekindergarten program at the Early Childhood School had higher scores on the State of Texas Assessment of Academic Readiness (STAAR) exam than disadvantaged students who did not attend. Since this was not the case for district level assessments, it is recommended that the district revisit their local assessments and testing administration practices. It is also recommended that this cohort of students continue to be studied to see of the outcomes last beyond the third grade.

This book is a valuable source of information on the long-term effects of early intervention programs on the education of children living in economically disadvantaged areas and in other contexts. Early intervention programs such as Head Start enjoy popular and legislative support, but until now, policymakers and practitioners have lacked hard data on the long-term consequences of such locally and federally mandated efforts. Success in Early Intervention focuses on the Child-Parent Center (CPC) program in Chicago, the second oldest (after Head Start) federally funded early childhood intervention program. Begun in 1967, the program currently operates out of twenty-four centers, which are located in proximity to the elementary schools they serve. The CPC program?s unique features include mandatory parental involvement and a single, sustained educational system that spans preschool through the third grade. Central to this study is a 1986 cohort of nearly twelve hundred CPC children and a comparison group of low income children whose subsequent activities, challenges, and achievements are followed through the age of fifteen. The lives of these children amply demonstrate the positive long-term educational and social consequences of the CPC program.

Testimony on strategies designed to enhance educational opportunities for disadvantaged students is recorded in this report of a congressional hearing. Robert Slavin of the Early and Elementary School Program, Center for Research on Effective Schooling for Disadvantaged Students at Johns Hopkins University in Baltimore (Maryland) testified about the development and achievements of the Success for All Program. Leetta Allen-Haynes of the College of Education at the University of New Orleans (Louisiana) testified about the Louisiana Accelerated Schools, a program that works for disadvantaged students by, in part, trying to change the culture of schools themselves. The final witness was Sidney Smith, Headmaster of the Boston (Massachusetts) English High School, who testified about the program at his school and in particular the key role of rigorous student assessments for increasing academic achievement among disadvantaged students. Discussion followed the formal testimony and touched on the following issues: fostering family involvement in education, comprehensive social service delivery at school-sites, staff development and teacher education, financial resources, assessment driven practices, perceptions of urban students, educational technology, and school desegregation.
