Book Description
Excerpt from The Housing Problem, in War and in Peace Why has the provision of shelter for workmen come to be called "housing"? Why has housing become a problem? Why cannot workmen build their own houses? Why will nobody build houses at the present time? It is intended that these questions shall be fully answered in the following pages. When we acknowledged that we were unprepared for war, did we realize that the backbone of modern war-making is decent housing? That the weakest spot in our armor was the lack of decent houses for millions of the workmen upon whom the burden rests? Now that we have found this out through the costly and dangerous delays in building ships - and in every other industrial activity - do we not see that we have never been prepared for Peace? Of all the nations of the world, the United States stands alone in its tenacious adherence to the policy that decent houses can be provided by rigid "tenement-house laws." Such an archaic policy is about as well calculated to produce good houses as a regiment of archers would be useful in France at the present time. For months, we have blundered and muddled over the housing question raised by war. The full story of what this has cost will be written at some future time. Now, Congress has appropriated $50,000,000 with which to make a start toward housing the workers in our shipyards. Other millions - many and many millions - will have to be spent for this purpose, and this book is intended to provide the information by means of which the people of the United States may form their own conclusions as to whether or no our attitude on this vital question shall be as enlightened as that of the rest of the world, or fall back on a par with the intelligence of the dark ages. The illustrations are published, not as suggestions for the solution of our problem, but as examples of the scope and thoroughness with which others have already dealt with the question. All of the material which follows, with the exception of a few illustrations, is reprinted from the Journal of the American Institute of Architects, issues of September, 1917 to February, 1918, inclusive. Book Description
Excerpt from Housing Problems in America: Proceedings of the Sixth National Conference on Housing, Chicago, October 15, 16 and 17, 1917 But it would be sad indeed if this nation were led to believe that housing is only a war problem, for nothing is more certain than that this question will last over into peace - and that it will undergo a transformation in which there will be demanded many things which before were accepted as crumbs from the table. Book Description
Excerpt from Housing for the United States After the War To meet these needs and bring the housing supply of the nation up to a satisfactory standard within a period of about fifteen years after the war, private enterprise and public housing together will have to produce an average of from one to one and one-half million dwelling units a year. This period may be lengthened by the time that it will take for the house building industry to reach maximum capacity following the war. Book Description
Excerpt from The Housing Problem: A Summary of Conditions and Remedies Prepared to Accompany the Housing Exhibit in May, 1911, of the Harvard Social Museum Recent housing surveys, especially in English and American cities, have disclosed conditions of living needlessly bad. The dwelling-places in which men spend at the least their eating and sleeping hours, in which women and children spend often half and sometimes all of their time, are for millions of people congested, dark, ill-ventilated, unsanitary, combustible, ugly.
