Kohler, Jr., a three-term governor who, in the words of the Milwaukee Journal, was the most dominant force in Wisconsin politics of his era. Walter Kohler was one of two men to gather 1 million votes for governor in Wisconsin through the end of the twentieth century. He signed the largest income tax cut, in percentage-rate terms, at any level of government between Coolidge and Kennedy. He paved the way for coordination of Wisconsin's now-unified university system; took the battle for civil rights to Wisconsin's shipping, hotel, manufacturing, and other industries, and became the first governor in two decades to fulfill his constitutional duty to enact a reapportionment of the state legislature.
