The lines between what constitutes migration and what constitutes human trafficking are messy at best. State policies rarely acknowledge the lived experiences of migrants, and too often the laws and policies meant to protect individuals ultimately increase the challenges faced by migrants and their kin. In some cases, the laws themselves lead to illegality or statelessness, particularly for migrant mothers and their children. Crossing the Gulf tells the stories of the intimate lives of migrants in the Gulf cities of Dubai, Abu Dhabi, and Kuwait City. Pardis Mahdavi reveals the interconnections between migration and emotion, between family and state policy, and shows how migrants can be both mobilized and immobilized by their family relationships and the bonds of love they share across borders. The result is an absorbing and literally moving ethnography that illuminates the mutually reinforcing and constitutive forces that impact the lives of migrants and their loved ones—and how profoundly migrants are underserved by policies that more often lead to their illegality, statelessness, deportation, detention, and abuse than to their aid.

The Gulf of Mexico is one of the most important ecological regions in the world for birds. The mosaic of diverse habitats in the region provides numerous niches for birds. There are productive salt marshes, barrier islands, and sandy beaches for foraging and nesting; a direct pathway between North and Central and South America for migrating; and warm, tropical waters for wintering. Many species are residents all year around, some migrate through, and still others spend the winter along the shores. The Gulf Coast is home to a significant portion of the world’s population of Reddish Egret and Snowy Plover and a significant portion of the US breeding populations of certain birds, including the Sandwich Tern, Black Skimmer, and Laughing Gull. The seafood industry on the coast of Mississippi has attracted waves of immigrants and other workers—oftentimes folks who were either already acquainted with maritime livelihoods or those who quickly adapted to the resources of the region. For generations the industry has provided employment and sustenance to Coast peoples. Deanne Love Stephens tells their stories and identifies key populations who have worked this harvest. Oyster and shrimp processing were the most significant of these trades, and much of the Gulf Coast's history follows these two delicacies. Bonapartists in the Borderlands recounts how Napoleonic exiles and French refugees from Europe and the Caribbean joined forces with Latin American insurgents, Gulf pirates, and international adventurers to seek their fortune in the Gulf borderlands. The U.S. Congress welcomed the French to America and granted them a large tract of rich Black Belt land near Demopolis, Alabama, on the condition that they would establish a Mediterranean-style Vine and Olive colony. This book debunks the standard account of the colony, which stresses the failure of the aristocratic, luxury-loving French to tame the wilderness. Instead, it shows that the Napoleonic officers involved in the colony sold their land shares to speculators to finance an even more perilous adventure--invading the contested Texas borderlands between Spain and the U.S. Their departure left the Vine and Olive colony in the hands of French refugees from the Haitian slave revolt. While they soon abandoned vine cultivation, they successfully recast themselves as prosperous, slaveholding cotton growers and gradually fused into a new elite with newly arrived Anglo-American planters. Rafe Blaufarb examines the underlying motivations and aims that inspired this endeavor and details the nitty-gritty politics, economics, and backroom bargaining that resulted in the settlement. The U.S. Gulf Coast provides a valuable setting to study deeply connected natural and human interactions and feedbacks that have led to a complex, interconnected coastal system. The physical landscape in the region has changed significantly due to broad-scale, long-term processes such as coastal subsidence and river sediment deposition as well as short-term episodic events such as hurricanes. Modifications from human activities, including building levees and canals and constructing buildings and roads, have left their own imprint on the natural landscape. This coupled natural-human coastal system and the individual aspects within it (physical, ecological, and human) are under increased pressure from accelerating environmental stressors such as sea level rise, intensifying hurricanes, and continued population increase with its accompanying coastal development. Promoting the resilience and maintaining the habitability of the Gulf Coast into the future will need improved understanding of the coupled natural-human coastal system, as well as effective sharing of this understanding in support of decision-making and policies. Understanding the Long-term Evolution of the Coupled Natural-Human Coastal System presents a research agenda meant to enable a better understanding of the multiple and interconnected factors that influence long-term processes along the Gulf Coast. This report identifies scientific and technical gaps in understanding the interactions and feedbacks between human and natural processes, defines essential components of a research and development program in response to the identified gaps, and develops priorities for critical areas of research.
