"The principle objective of this research is to inform the reader of the historical, current, and future state of affairs for Conventional Arms Control, Treaties, and agreements within the regions of the Organization for Security and Co-operation in Europe (OSCE). The OSCE is comprised of national delegations from 57 nations across Eurasia and North America. With offices spread across six countries, it enables transparency through dialogue and activities to avoid and prevent conflict when and where possible, and to monitor conflict when and where it occurs. Research began with the origins of security agreements in Europe. It proceeded with an examination of the standing agreements for Confidence and Security Building Measures (CSBMs), how they evolved, and how they could be modernized or replaced. Other analysis includes national positions at home and abroad as affected by new technologies. This research concludes that arms control implementation remains vital to national security policy despite technological advances in commercial and open source imagery collection, due to the unique interaction of nations in both negotiations and the execution of inspections. U.S. Allies in Europe have all stated that they value the OSCE's three pillars of arms control. As part of the Secretary of Defense's National Defense Strategy to strengthen alliances, it is imperative that the United States support its Allies and maintain a strong and healthy implantation of Confidence and Security Building Measures."--Abstract.

Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. The focus of arms control is changing. It now deals with issues affecting all nations and not just the super powers. A new framework for approaching non-proliferation of weapons of mass destruction and arms control could focus on a two-fold policy initiative. The first policy would be a new strategic "triad" built around conventional capability including rapidly deployable forces, regional ballistic missile defense, and long-range precision-strike capability. The second policy would employ an information strategy using the current diplomatic initiatives that appear to be the most productive, or unilateral and multilateral export controls, military assistance in the form of infrastructure, and confidence building measures. Continued success in arms control requires abandoning Cold War policies. Emerging policies will need to appreciate different world views. Good intelligence will be a key factor in the success of any policy orientation and its implementation. The focus needs to change from arms control involving the superpowers to arms control involving everyone.
