"This project analyses the role of the European Union in the informal setting of the G8 summit. The G8, as an instance of informal governance, forces us to reconsider existing conceptualisations of the EU's role or power. The G8 summit is not about formal agreements, but about fostering mutual understanding and cooperation through the building of an identity network. Consequently, we require an understanding of power that investigates if and how the EU participates in this network. To this end, this study employs an inductive approach, combining several different conceptual and empirical perspectives. This approach culminates in the general conclusion that the informality of the G8 allows for a flexible role of the European Union, in parallel yet subordinate to its member states. As an undefined participant, the European Commission was able to partake in the summit almost like a regular summit member, but it never really became one, because it did not have to. Consequentially, because the EU never really had to resolve its internal struggles of international representation, weak EU autonomy and erratic EU cohesion continue to affect the EU's role at the summit. Consequently, EU power in the G8 differs per level. While the EU is not quite a member on the formal level, they do participate informally in all elements that make up the summit. But if we look closer, at the identity level, we see that although the EU participates, its post-sovereign identity prevents it from being a true member of the core group."--Samenvatting auteur.

This paper analyses the degree of European Union (EU) actorness within the Group of Eight (G8). Drawing on the work of Jupille and Caporaso, actorness is probed along the criteria of 'recognition', 'authority', 'autonomy' and 'cohesion'. We argue that the vague and informal nature of the G8 is conducive to EU participation in the summit. The system of EU representation within the G8 can be seen as a case of constructed ambiguity because the ambiguity that is inherent in the EU's participation has been institutionalized within the G8. When assessing the above criteria, actorness of the EU as a whole remains questionable. However, recognition, authority, autonomy and most of all cohesion differ considerably per context. We suggest that the 'independence' aspect of 'autonomy' constitutes a weakness in the conceptuali-sation of actorness and may better be replaced by 'proactivity'. Finally, on the basis of our findings it can be tentatively hypothesised that a number of factors condition EU actorness in the G8, including the degree of integration at EU level, the degree of politicisation and whether or not an EU member state is acting as G8 host.

This Adelphi Paper is the first concise yet comprehensive analysis of the role of the G8 in international peace and security. It argues that the G7/8 has a long and impressive history in the field of international security. The G7/8 has, for example, spearheaded the introduction of "low politics" and "soft security" to the top table of great power diplomacy and integrated Japan and, later Russia, into the realm of Western security discussions. In questions of war and peace the G8 does not command the legitimacy of the UN Security Council but, for the international community, is a more acceptable vehicle than unilateral action. As such the G8 can be seen as a note-worthy "second best" option after the UN Security Council. This Paper further argues that China should be admitted into the G8 first as an observer and later as a member. There is also a strong argument for the European Union to have one seat at the G8 even if such a change does not seem realistic today. The G8 bears great resemblance to the 19th century Concert of Europe. Whether it will assume a similar role in the 21st century depends in the final analysis on whether the United States welcomes such a role for the G8.

This handbook addresses the increasingly contested issue of profound political importance: Europe’s presence in multilateral institutions.
