Book Description

The evaluation of labour market and other public policies has become increasingly important in recent years. In an era of tight government budgets, a thorough analysis of these measures is imperative. This book provides a comprehensive overview and assessment of the most relevant microeconometric evaluation methods. It focuses on the popular propensity score matching method and gives extensive guidance for its implementation. In the second part of the book, this method is used to evaluate the employment effects of job creation schemes on the participating individuals in Germany. Based on a large administrative dataset of over 11,000 participants, the study allows to draw policy-relevant conclusions for the first time.

Book Description
After unification large amounts of money were spent to retrain the East Germany labour force in order to ease the transition to the new market economy. This book uses microeconometric methods and individual data to evaluate the impact of these training programmes on the participants' labour market situation. It discusses the appropriate evaluation methodology as well as the effectiveness of the actual programmes for the individual participants. The empirical results suggest that the public sector sponsored training programmes were fairly ineffective. In contrast, the training organized and paid by the enterprises caused considerable earnings growings.

Book Description
This book offers a comprehensive empirical analysis of continuing vocational training in Germany. Specific issues concerning continuing training that are debated in academia as well as in public are discussed. Wage and productivity effects of training are analysed, explicitly accounting for the heterogeneity of training participants. Additionally, different types of training that vary in the degree of firm specificity are considered. Wage and productivity effects of training are compared to examine how the training rent is shared between employer and employee. Finally, evidence is given on whether positive externalities of continuing training exist.

Book Description
Using Evidence to Inform Policy is a unique examination of how evidence can be used to improve policymaking, especially in challenging economic times. There is a need for transparency in government and policy decisions. Research and evidence can help to provide this transparency, and Using Evidence to Inform Policy outlines how. However, the book also demonstrates the complexity of the relationship between evidence and policy, arguing that in most cases good policy cannot be determined by evidence alone. Using Evidence to Inform Policy demonstrates the breadth and value of the contribution that evidence can make to policy. It presents eleven studies drawn from recent Economic and Social Research Institute (ESRI) research projects, illustrating different aspects of the relationship between evidence and policy, and how these vary by policy area. Using examples, the book demonstrates how national and international research can be used to good effect in policymaking. The theme of how evidence can influence policy is examined with reference to Ireland and the international experience and in a wide range of areas, including the economy, public infrastructure, innovation, competition, the labour market, financial regulation, healthcare, housing, education, government spending, public services and earnings. Each chapter tackles a question that's relevant to policymaking now, for example, how to protect consumers of financial services; what is the public's perception of public services and their implications for public sector reform?; how to explain changes in earnings and labour costs during the recession; what is the evidence for providing economic security through competition and regulatory policy?; do active labour market policies activate?; how to boost innovation and productivity in enterprises. The book is relevant to all those taking courses in economics, sociology, political science, governance, social policy and Irish Studies at postgraduate and undergraduate level, as well as civil servants, politicians, policymakers, researchers and analysts in the public sector.

Book Description
This book provides a detailed microeconomic analysis of the impact of various privatizations in different countries in the region. Its central message is that in many cases, contrary to popular belief, society as a whole and in particular the poor have benefited from privatization. The book presents a careful analysis of the various mechanisms through which privatization has an impact on welfare, an analysis that by and large has been missing from the debate. Case studies of water sector privatization in Argentina and Colombia, and also the telecom industry in Peru are included.
