Niger is a landlocked Sahelian country, two-thirds of which is in the Sahara desert. Although only one-eighth of the land considered arable, more than 90 percent of Niger’s labor force is employed in agriculture, which is predominantly subsistence oriented. Food security remains a major challenge in rural areas of Niger, and gender is a significant basis for the inequality among household members with respect to access to land. Access to land, which is a measure of the income-earning potential of an individual, is an important determinant of the distribution of bargaining power within the household. Because households may not act in a unitary manner when making decisions, the power of individuals within the household to exert their own preferences may determine welfare outcomes, such as spending on nutritious foods or healthcare. In this paper, we use new data for Niger and regression analyses to assess the importance of the intrahousehold distribution of power for the behavior of rural households. Our results reveal that men are significantly more empowered than women in rural households in Niger and that social protection programs such as water, sanitation, and hygiene (WASH) and food-for-training contribute significantly to the empowerment of women. Our findings also point to the validity of the collective approach to modeling household behavior, as the distribution of power was shown to affect household behavior. In particular, we found that an increase in power in favor of the adult female significantly increases expenditures on healthcare and reduces spending on vices (cigarettes and alcohol).

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Decision processes among couples depend on the balance of power between the partners, determining the welfare of household members as well as household outcomes. However, little is known about the determinants of power. The collective model of household behavior gives an operational definition of decisio power. We argue that important aspects of this concept of power are measurable through self-assessments of partners' say. Using such a measure, we model balance of power as an outcome of the interplay between both partners' demographic, socioeconomic, and health characteristics. Advancing flexible, yet parsimonious empirical models is crucial for the analysis, as both absolute status as well as relative position in the couple might potentially affect the balance of power, and gender-asymmetries may be important. Appropriately, we advance semiparametric double index models that feature one separate index for each spouse, which interact nonparametrically in the determination of power. Based on data from the Mexican Health and Aging Study (MHAS), we find education and employment status to be associated with more individual decision power, especially for women. Moreover, health and income have independent effects on the distribution of power. We also show that contextual factors are important determinants of decision power, with women in urban couples featuring more decision power than their rural counterparts.

We extend the collective model of household behavior to allow for the existence of public consumption. We show how this model allows the analysis of welfare consequences of policies aimed at changing the distribution of power within the household. Our setting provides a conceptual framework for addressing issues linked to the targeting of specific benefits or taxes. We also show that the observation of the labor supplies and the household demand for the public good allow one to identify individual welfare and the decision process. This requires either a separability assumption or the presence of a distribution factor.
