Individual countries of the Maghreb have achieved substantial progress on trade, but, as a region they remain the least integrated in the world. The share of intraregional trade is less than 5 percent of their total trade, substantially lower than in all other regional trading blocs around the world. Geopolitical considerations and restrictive economic policies have stifled regional integration. Economic policies have been guided by country-level considerations, with little attention to the region, and are not coordinated. Restrictions on trade and capital flows remain substantial and constrain regional integration for the private sector.

During the last decade Europe has been transformed both politically and commercially. The establishment of a genuinely single marketplace in the context of an expanding membership has enabled the European Union greatly to enhance its role on the world stage. The Maghreb (Morocco, Algeria, Tunisia) has been inhabited for millennia by a heterogeneous populace. However, in the wake of World War II, when independence movements began to gain momentum in these French colonies, the dominant national discourses attempted to define national identities by exclusion. One rallying cry from the 1930s was "Islam is my religion, Arabic is my language, Algeria is my fatherland." In this incisive postcolonial study, Jarrod Hayes uses literary analysis to examine how Francophone novelists from the Maghreb engaged in a diametric nation-building project. Their works imagined a diverse nation peopled by those who were excluded by the dominant political discourses, especially those who did not conform to traditional sexual norms. By incorporating representations of marginal sexualities, sexual dissidence, and gender insubordination, Maghrebian novelists imagined an anticolonial struggle that would result in sexual liberation and envisioned nations that could be defined and developed inclusively.

When popular protests started in Tunisia in late 2010, few anticipated the implications these events would have for the entire Arab region. In the following years, this region witnessed deep changes, increased divisions, and even failing states. Meanwhile, Tunisia managed to assert itself as a new democracy. How did this small country manage its democratic transition within such a short period? And what implications has this had for its foreign policy and its role in international politics? This book assesses Tunisia’s transition ‘inside and out’ from four angles: Tunisian polity and politics which provide the framework for its foreign policy since the ‘Arab Spring’; bilateral relations before and after the ‘Arab Spring’; Tunisia’s activism in international organisations as well as their presence in Tunisia; and transnational issues in Tunisia. Drawing on a broad range of primary sources, including authors’ own interview material conducted with politicians and representatives of civil society and international NGOs involved in the transition process, the book shows that since 2011 Tunisia has not only developed fundamentally at the domestic level, but also at the level of external relations. New and old alliances, a broadening of relations, and new activism of civil society and of Tunisia in international organisations certify that Tunisia has the potential to play an increasingly important role regionally as well as internationally. Providing an encompassing picture of Tunisia’s changed role and successful transition from an autocracy to a democracy, the book allows students and scholars in the field to understand the ‘last country standing’ better, a country that both the scientific community and the political scene should not underestimate for the promises it holds.

This edited collection explores the processes of change currently shaping the Middle East in the post-Arab Spring context. The national and transnational challenges that have emerged since the uprisings in 2011 – particularly the increase in extremism, and the emergence and intensification of civil wars – have garnered significant attention in both media coverage and academic research. However, simultaneous (and far older) processes of regional integration – varying in form from free trade agreements like the Greater Arab Free Trade Area to economic and political unions like the Gulf Cooperation Council – have also been influenced by the changes of the past few years. This text draws together innovative new research from different fields to explore how far the changes shaping the Middle East are leading to the region’s polarisation between states that are integrating politically and economically with each other on the one hand, and states that are disintegrating internally on the other. The book includes contributions from scholars and practitioners from around the world, and who work in different fields including Middle Eastern studies, international relations, international political economy, foreign policy studies, and security studies.
