Especially is this true of a textbook upon Civil Government, since the subject has been already so well treated in the various works now in daily use. Probably no one at this time doubts the propriety of giving the study of Civil Government a prominent place in our schools. Some of the pupils in the school rooms to-day will, in a few years, be occupying public positions of responsibility and power; and while these maybe comparatively few in number, yet in this country every citizen has political duties to perform, and should therefore be familiar with the plan and workings of the government which imposes them. Hence it remains only a question as to the manner in which the subject may be most effectively presented for the purposes of instruction. Those who, as teachers, have heard their classes in Civil Government complain that the subject was dry and uninteresting, need only consult their own recollections to know the justice of such complaints. It certainly is not possible to invest the subject with the charms of romance, or give it the thrilling interest of a History of the Crusades or the Conquest of Mexico. But it has seemed possible for a text-book upon Civil Government to be made so readable that it will invite and hold the attention of the pupil, instead of being the passive object of compulsory study. To accomplish this has been the aim in the preparation of this work. Our government being representative, the popular will controls, through these channels of representation, the intermediate political subdivisions, and finally asserts itself in the power of the Federal Government. None Of them was satisfactory. Thereupon members Of the commission who were acquainted with my School History Of Missouri suggested that I write and submit a manuscript Of a Civil Government. I did so, and it was adopted, and for five years after its publication it had a large place in the schools. Subsequently the book was entirely rewritten and a revised edition brought out in 1904, and with a few minor changes in the text made necessary by changes in laws and constitutions has been in general use ever since. Within the last year the book has been thoroughly revised again. In the natural evolution of the government Of a great people new institutions are added in the course Of a few years and things once unimportant assume large proportions; they call for new sections, and these have been added. Other things have become less important, and the discussion Of them has been accordingly reduced. Every sentence Of former texts retained in this has been rigidly tested, in order to bring it strictly up to date and make it accurately express the fact. This word does not admit of comparison: one state cannot be more sovereign than another; and a small state, in this respect, stands on an equality with a large one. The sovereignty of a state consists in the absolute right to control its own members, and in the absolute right to resist any inter ference in its affairs by any other state. The first of these rights constitutes its internal sovereignty; the second, its external sovereignty. From these state ments it will be seen that Boston is not a state, that Massachusetts is not a sovereign state. The United States is a sovereign state or nation. Great Britain and Russia are both sovereign states. Having now defined a state, we are prepared to define civil government as control by law exercised by the state over its members as such. Excerpt from Civil Government: As Developed in the States and in the United States The aim of this book is to give a succinct account of the origin and development of local systems of government in the United States, and to trace the evolution of the National government from these local units. It is not written for the learned, but for the learners. The author has kept the limitations of his prospective readers constantly in mind, and has therefore eliminated much interesting and probably valuable material, which nevertheless appeared to be extraneous and not illuminating to the theme. The magnitude of the task was due to the fact that great condensation was absolutely necessary in order that the limits of an ordinary text-book might not be exceeded. How much wisdom has been shown in these discriminations must be left to the judgment of the critics. Heretofore, text-book writers on civil government have placed the emphasis on the National, rather than on the local, side of our political life, as if the growth of such ideas had been from above downward. This method has given students - the future citizens - a false conception of the genesis of all legitimate governments. Freeman has shown that the logical and historical order of political development has been from below upward, and it is certainly a matter of supreme importance, especially in a republic, that the young citizen should grasp this idea, and that he should realize the momentous importance of the principle. When this point of view is understood, it becomes apparent that the method of treatment had to be largely historical.
