Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases – including bilateral water treaties and their development and formation process and aftermath – are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.

The 1st APPTHI International Conference on Changing of Law (the series) is the first international conference series held in Indonesia by the Association of Indonesian Law College Leaders (APPTHI), inviting several legal experts from countries such as the USA, the Netherlands, Korea, Malaysia, India, as well as South Korea. This activity has 3 major themes each held in several cities, namely: in Jakarta which will be held at Trisakti University on 22 July 2023 with the theme Changing of Law in the digital era, while in Makassar it will take place at the Indonesian Muslim University/UMI) on July 24 2023 with the theme Changing of Law in the Energy sector and Natural Resources Management, as well as the last series of conferences in Bali on July 26 2023 at Warmadewa University, becoming a series of academic activities that have a broad spectrum and dimension of legal knowledge with various legal perspectives such as business law, corporate law, civil law, criminal law, intellectual property law, telematics law, agrarian law, environmental law, HTN/HAN etc. This event was carried out within the framework of the first round of the APPTHI international program which will continue to be held regularly every year. The Committee's report examines a range of issues relating to water management in England and Wales, including the regulatory and legislative framework, water demand and supply issues, water efficiency, and environmental aspects including the Water Framework Directive. Amongst the 60 conclusions and recommendations made, the Committee finds that a sustainable balance between water resource development and demand management cannot be achieved until there is a co-ordinated institutional framework for water resource management, with a need for wider stakeholder engagement by means of new regional boards consisting of environmental and consumer interests, as well as Ofwat representatives. Ofwat and the Environment Agency should take a more realistic approach to long-term planning issues, including agreeing indicative pricing for each water company. Current levels of leakage from the distribution network are unacceptably high in parts of the country, which damages the public's attitude towards sensible water use, and Ofwat should sanction water companies to spend more on reducing leakage with targets that take greater account of environmental and social factors as well as economics. The Government should make it easier for water companies to impose water meters on households in the driest parts of the country, in order to help reduce demand and ensure fairer charging practices, with support through the tax and benefit system for vulnerable customers who have difficulty with their bills. In order to address the very high level of unpaid water bills, those people who can afford to pay but refuse to do so should be partially disconnected from the water supply.
