Excerpt from The Arguments for and Against Train-Crew Legislation: Revision of Consecutive No; 53 In 1913 the bureau of Railway Economics issued Bulletin No. 53, entitled "The Arguments for and against Train-crew Legislation." There has been a large demand for this bulletin, and as such legislation continues to be sought by the Brotherhood of Railroad Trainmen and to be opposed by the railways and other interests, it seems desirable to revise the bulletin and bring the information in it up to date. Following the defeat of the train-crew law in Missouri by a referendum vote of the people, referred to on page 40, the Brotherhood has been advocating in some States train-limit bills as substitutes for train-crew bills. Instead of prescribing the minimum number of men that shall be employed on trains containing specified numbers of cars, these new bills, by one kind of provision or another, fix the maximum length of trains. In some cases they provide that freight trains shall not contain more than 50 cars; in other cases, that freight trains shall not be more than a half mile in length, and so on. Practically all of the arguments which have been advanced against train-crew legislation apply with equal or greater force to train-limit legislation. There are also strong arguments against train-limit legislation which do not apply to train-crew legislation. Among the effects which it is obvious would be produced by train-limit legislation are the following; 1. It has been chiefly for the purpose of enabling them to haul longer and heavier trains that the railways have made large expenditures to reduce the grades and curvatures in their main track, and to build long passing tracks and yard tracks. The investment for these purposes is now irretrievably made and fixed charges on it must be paid, while legislation limiting the length of trains would prevent the reduction of operating expenses which the investment was made to obtain.
