This volume contains the papers, along with the discussant's remarks, presented at a symposium on "Government Inefficiency" held at Diessen am Ammersee, Germany, on 22-25 July, 1980. In addition, the editor has included an introductory essay which tries to set forth the main background ideas that shaped the spirit of the con ference. Moreover, this article intends to give an overview and a basis of information about recent developments in the "theory of publi.c sector inefficiency". The meeting was mainly sponsored by the Stiftung Volkswagenwerk and the Bayrische Landeszentrale fiir Politische Bildungsarbeit. The publication of this volume was also granted by the Stiftung Volkswagenwerk and the Gesellschaft der Freunde der Universitat Augsburg. I am most grateful to these institutions for their efforts. The organization of the conference was handled through the staff of the Lehrstuhl fiir Finanzwissenschaft at the University of Augsburg, Germany. I am indebted to Klaus Norbert Munch, Lothar Semper and specifically to Brunhilde Doll, Peter Biene and Lothar Thiirmer for their cheerful and capable assistance. This book assesses the evolutionary sustainability of liberalism. The book’s central claim is that liberal institutions ultimately weaken their social groups in the evolutionary process of inter-group competition. In this sense, institutions relying on the liberal satisfaction of preferences reveal maladaptive tendencies. Based on the model of multilevel selection, this work appraises the capacity of liberal democracy and free markets to satisfy preferences. In particular, the book re-evaluates public choice theory’s classic postulate that free markets are a suitable alternative to the shortcomings of western liberal democracies regarding preference satisfaction. Yet, the book concludes that free markets are not a solution to the problems of liberal democracy because both market and democratic liberal institutions rest on the liberal satisfaction of preferences, an ethic which hurts group evolutionary fitness. This volume is of interest to political theorists, evolutionary ethicists, political economists and to general readers interested in the future of liberalism.

Nobel laureate Sir John Hicks has with good reason called the third quarter of the 1 twentieth century the age of Keynes • Sir John nevertheless diagnosed a crisis of Keynesian economics even before this period had expired. But if only a few gifted scholars had foreseen the crisis of Keynesian economics before 1975, this year at least marked the ultimate disenchantment of Keynesian economics. Keynesian economic policy proved ineffective to cope with the economic challenges of the late seventies: unemployment, inflation, and stagnation of economic growth. Alarmed governments resorted to more and more intense remedies out of the Keynesian box of Pandora. But all they got was the creation of additional difficulties, aggravating the situation still more: soaring public debt, extraordinary balance-of-payments deficits, and economic instability. It had been argued until quite recently that capi talism could have survived only "in the oxygen tent of government deficit spend 2 ing ". But it has become patent since the mid-seventies that it is first and foremost the Keynesian oxygen tent that has produced the present embarrassment of capital ist economies. The present economic malaise in nearly all Western countries has accordingly led to considerable unrest in the economics profession. Somewhat reminiscent of the thirties, a feverish search for alternatives to the prevailing but insufficient econ omic doctrine has begun. Among the candidates to be screened, Schumpeterian economics takes a prominent place.

This volume is the result of a collective effort made by its authors to reason and write about environmental policy from an empirical, rather than from a prescriptive perspective. Since the authors, like most people, care about the environment and, as professional economists or political scientists, have some expertise to offer in the area of policy-design, it was not always easy for them to keep on the intended track. Whereas they knew that it is unusual to follow a strictly empirical approach in such a 'practical' field as environmental policy, they discovered only during the effort what kind of difficulties would be encountered. Moreover, they learned that it is sometimes necessary to reason normatively in order to catch essential features of empirical reality. As it turns out, moral notions cannot entirely be neglected in political life. The predominance of homo economicus is not absolute. We feel that the effort has been worthwile and deserves to be repeated and expanded.
