The aim of this book is to track the historical origins of China’s economic reforms. From the 1920s and 1930s strong ties were built between Chinese textile industrialists and foreign machinery importers in Shanghai and the Yangzi Delta. Despite the fragmentation of China, the contribution of these networks to the modernization of the country was important and longstanding. Facing the challenge of growing in a fragmented country, Chinese textile firms such as Dafeng, Dacheng and Lixin focused on urban markets and also on importing technology for upgrading their production. When the war against Japan blocked trade routes inside China, these networks were concentrated in Shanghai where they envisaged an export-oriented development strategy for China that was based on importing machinery and exporting manufactured products. However, this strategy was only implemented precariously in Shanghai, while the city stood as a neutral space in the first years of the Japanese occupation, but was only consolidated in Hong Kong in the late 1940s, where textile industrialist and most of the foreign importers migrated. These networks were thus reestablished in Hong Kong, where they contributed to the city's industrialization in the Cold War period. Meanwhile, the Chinese industrialists that stayed in Shanghai and the Yangzi Delta had to adapt to the Maoist regime and were progressively incorporated into the state-owned companies or the local government agencies such as the United Front or the Textile bureaus. However, from the early 1970s, the links between Hong Kong and Shanghai were reactivated and these networks played, again, a key role in the modernization of China, especially regarding the imports of technology and exports of manufactured goods. The book ends with the first joint-ventures between Hong Kong businessmen and Chinese local administrations that took place in the beginnings of China's economic reforms in 1979.

During this period, textiles ranked among the most important manufactures traded in the world market and Britain was the foremost producer. Thanks to new data, this book demonstrates that British exports to South America were transacted at very high rates during the first decades after independence. This development was due to improvements in the packing of textiles; decreasing costs of production and introduction of free trade in Britain; falling ocean freight rates, marine insurance and import duties in South America; dramatic improvements in communications; and the introduction of better port facilities. One of the GATT’s major failures was its inability to come into line with the new economic reality and the needs of those states who created this system for controlling international trade. Trade in textiles was an excellent example of this. Now, the WTO aims to overcome this problem thanks to its greater pragmatism and its search for solutions to free trade difficulties. The WTO is not, however, the perfect solution. Its highly political character allows room for improvement even though the key to its success still lies with the effective cooperation of member states. As for the textile sector, this new panorama for trade in goods provides it with a new opportunity to finally return to the general legal framework in the year 2005.

What does organized trade portend for the future of the post–World War II trading order? Are we seeing a transition from liberalism to protectionism? These questions are central to Vinod K. Aggarwal's penetrating analysis of conflict and cooperation in trade among developed and less developed countries. In his examination of the evolution of organized trade, Aggarwal specifically analyses international regimes in textile and apparel trade. The author uses an original theoretical approach to investigate international regimes. Why are regimes desirable? Aggarwal shows how such accords can protect broader arrangements, allow countries to control one another's behavior, and minimize information and organization costs in negotiations. Several factors account for the form of regimes. The strength of regimes is enhanced by an asymmetry of international power. A hegemon is more willing and able to maintain a regime. Both the nature and scope of regimes are determined by the relative degree of trade competition and cognitive consensus among actors. As trade competition increases, and actors decide to link related issues, regimes become more protectionist in their goals and wider in their coverage. Aggarwal's theory successfully accounts for the transformation of international regimes in textile trade, demonstrating the importance of systematically incorporating international level factors into our theories. His empirical work is based on extensive archival research and interviews with key negotiators. Aggarwal concludes that the pattern of international cooperation which evolved in textile trade provides a portrait of the future for trade in other industrial sectors. He finds the trend of arrangements in textile trade disturbing and argues that organized trade will not prevent—and may in fact promote a slide from liberalism to protectionism. Regimes originally developed to counter protectionism may evolve into systems of organized protection that encourage neither efficiency nor equity. A lucid analysis of recent historical developments in textile trade, this study sheds light on the movement toward increasing protection in other sectors of trade as well.
