This November 1978 symposium was convened by the Law Enforcement Assistance Administration's Office of Criminal Justice Education and Training in Dallas, Texas, to explore the role of education and training in human resources development. The symposium considered criminal justice manpower needs, the development of comprehensive manpower planning methodologies, and police officer standards and training. Participants looked at job analysis procedures, job task analysis applications, an occupational research project of the U.S. Air Force, a task analysis of the special agent job by the Georgia Bureau of Investigation, basic training development in Texas, and entry-level police selection and test validation in Washington. This report is based on the responses by 3,155 Ohio peace officers to a survey on the reports they file, the equipment they use, the tasks they perform, the sources they rely on, and the physical activities they undertake in doing their jobs are analyzed. Law enforcement in Ohio is dominated by white males in their twenties and early thirties. Further, patrol officers average 13.39 years of formal education, and 60 percent have completed at least some post high-school studies. About one-third of the respondents characterized their patrol areas as urban, another as suburban, and one-fourth as a combination of urban-suburban-rural. Less than one-tenth described their jurisdiction as rural. Several pieces of equipment are closely related with law enforcement patrol work: 95 percent reported using an automobile daily, and 88 percent reported carrying flashlights and handcuffs.
