Through the dedicated intervention of LULAC and other Mexican American activist groups, the understanding of civil rights in America was vastly expanded in the late 1960s and early 1970s. Mexican Americans gained federal remedies for discrimination based not simply on racial but also on cultural and linguistic disadvantages. Generally considered one of the more conservative ethnic political organizations, LULAC had traditionally espoused nonconfrontational tactics and had insisted on the identification of Mexican Americans as "white." But by 1966, the changing civil rights environment, new federal policies that protected minority groups, and rising militancy among Mexican American youth led LULAC to seek federal protections for Mexican Americans as a distinct minority. In that year, LULAC joined other Mexican American groups in staging a walkout during meetings with the Equal Employment Opportunity Commission in Albuquerque. In this book, Craig A. Kaplowitz draws on primary sources, at both national and local levels, to understand the federal policy arena in which the identity issues and power politics of LULAC were played out. At the national level, he focuses on presidential policies and politics, since civil rights has been preeminently a presidential issue. He also examines the internal tensions between LULAC members? ethnic allegiances and their identity as American citizens, which led to LULAC?s attempt to be identified as white while, paradoxically, claiming policy benefits from the fact that Mexican Americans were treated as if they were non-white. This compelling study offers an important bridge between the history of social movements and the history of policy development. It also provides new insight into an important group on America?s multicultural stage.

When the A&M College of Texas opened its doors in 1876, its early buildings followed a Victorian architectural style. Classical architecture came to the campus with the Academic Building, after the 1912 fire that destroyed Old Main. Subsequent buildings generally followed this neoclassical path, but the growth of the campus in the Depression era saw the addition of an extraordinary group of buildings, sited in accordance with a master plan developed by college architect F. Throughout the nineteenth and twentieth centuries, Texas educational policymakers embraced, ignored, rejected, outlawed, then once again embraced this tradition. In The Strange Career of Bilingual Education in Texas, author Carlos Blanton traces the educational policies and their underlying rationales, from Stephen F. Austin's proposal in the 1830s to "Mexicanize" Anglo children by teaching them Spanish along with English and French, through the 1981 passage of the most encompassing bilingual education law in the state's history. Blanton draws on primary materials, such as the handwritten records of county administrators and the minutes of state education meetings, and presents the Texas experience in light of national trends and movements, such as Progressive Education, the Americanization Movement, and the Good Neighbor Movement. By tracing the many changes that eventually led to the re-establishment of bilingual education in its modern form in the 1960s and the 1981 passage of a landmark state law, Blanton reconnects Texas with its bilingual past. CARLOS KEVIN BLANTON, an assistant professor of history at Texas A&M University, earned his Ph.D. from Rice University. In the late seventeenth century, General Alonso de León led five military expeditions from northern New Spain into what is now Texas in search of French intruders who had settled on lands claimed by the Spanish crown. Lola Orellano Norris has identified sixteen manuscript copies of de León’s meticulously kept expedition diaries. These documents hold major importance for early Texas scholarship. Some of these early manuscripts have been known to historians, but never before have all sixteen manuscripts been studied. In this interdisciplinary study, Norris transcribes, translates, and analyzes the diaries from two different perspectives. The historical analysis reveals that frequent misinterpretations of the Spanish source documents have led to substantial factual errors that have persisted in historical interpretation for more than a century. General Alonso de León’s Expeditions into Texas is the first presentation of these important early documents and provides new vistas on Spanish Texas.
