The year has been one of great activity in all these various departments, and of marked advance in all public improvements. It is particularly memorable as the year when was completed and brought into use the first tunnel under the river - Washington Street Tunnel. The river with its branches divides the city into three distinct parts. All interruption of communication between these natural divisions tends to isolation. Nothing will so much contribute to secure that unity of feeling and interest which is essential to the prosperity of the city as reliable and convenient means for intercourse between them. It is hoped that this experimental tunnel will be found a sure and convenient method for travel to pass the river, and that it will afford an adequate relief from the interruptions and annoyances - ever growing with the commerce of the city - caused by the turning of the bridges for the passage of vessels. Excerpt from Fifth Annual Report of the Board of Public Works, to the Common Council of the City of Chicago: For the Municipal Fiscal Year Ending March 31st, 1866 The Board endeavored, as far as possible, to prevent all waste of water, but the amount supplied can only be increased when the new engine is in use. As the weather has become cooler, the draught on the pipes has diminished, and complaints of an Insufficient supply have ceased. It is apparent, however, that the want of water in the outer portions of the city, while the center is sufficiently well supplied, is caused mainly by the inadequacy of the supply mains. The supply mains have less capaci ty than is usual with cities of the size of Chicago. The South Division receives its supply principally through a main twenty four (24) inches in dimeter. The West Division through one main sixteen (16) inches in diameter, and one twelve (12) inches in diameter from the South Division. The North Division through a twenty-four (24) inch main, out of which are supplied the sixteen (16) inch main {or the West Division, and also a twelve (12) inch main extending through the South Division and connecting with the West Division.
