Technology and Ethical Idealism investigates a pivotal intellectual and political moment in twentieth-century Indonesian history, the establishment of "development" as both an ideal and a practice. The focus of this study is on technological development as a central concern of colonial political life from 1900 to 1942 in the Netherlands East Indies. The foundations of developmentalist thinking and practice in the turn-of-the-century colonial reforms were called the Ethical policies. Tracing the interplay of Ethical politics at the highest levels of the Netherlands Indies colonial government with the technical practices of development taking place in the fields of ordinary Javanese farmers, it shows how and why technological development became such an enduring part of political and material life in the archipelago. This study offers a new history of the Ethical policies that focuses on their often-neglected technopolitical character, and the formative influence they exercised on development thinking in Indonesia among both Dutch experts and members of the community of Indonesian activists known as the pergerakan. In startling contrast with many histories of development, it shows how the interaction of colonial idealism and scientific practice led the Dutch to commit to small-scale change in their "development of the native peoples." As experts tailored technical solutions to ecological, social, and economic conditions of local areas, they eschewed high modernism in their search for colonial moderni-zation, unexpectedly prefiguring the appropriate technology movements that arose decades later. Based on extensive research in the colonial archives in The Hague, the National Library in Jakarta, and the Bogor Library of Biology and Agriculture, this study draws on official documents and scientific research of the era, as well as public discussions in both Dutch and Indonesian language newspapers and journals in order to capture not just the official plans, but also a wide range of public critiques and responses to development, and the day-to-day practices that shaped the productive lives of ordinary farmers. Offering a new exploration of politics and technology in colonial Indonesia, this book will interest historians of Indonesia and Southeast Asia, historians of technology, and those seeking to understand the complex colonial roots of international development.

Technology has become a major subject of philosophical ethical reflection in recent years, as the novelty and disruptiveness of technology confront us with new possibilities and unprecedented outcomes as well as fundamental changes to our "normal" ways of living that demand deep reflection of technology. However, philosophical and ethical analysis of technology has until recently drawn primarily from the Western philosophical and ethical traditions, and philosophers and scholars of technology discuss the potential contribution of non-Western approaches only sparingly. Given the global nature of technology, however, there is an urgent need for multiculturalism in philosophy and ethics of technology that include non-Western perspectives in our thinking about technology. Autonomous cars, drones, and electronic surveillance systems are examples of technologies that raise serious ethical issues. In this analytic investigation, Martin Peterson articulates and defends five moral principles for addressing ethical issues related to new and existing technologies: the cost-benefit principle, the precautionary principle, the sustainability principle, the autonomy principle, and the fairness principle. It is primarily the method developed by Peterson for articulating and analyzing the five principles that is novel. He argues that geometric concepts such as points, lines, and planes can be put to work for clarifying the structure and scope of these and other moral principles. This geometric account is based on the Aristotelian dictum that like cases should be treated alike, meaning that the degree of similarity between different cases can be represented as a distance in moral space. The more similar a pair of cases are from a moral point of view, the closer is their location in moral space. A case that lies closer in moral space to a paradigm case for some principle p than to any paradigm for any other principle should be analyzed by applying principle p. The book also presents empirical results from a series of experimental studies in which experts (philosophers) and laypeople (engineering students) have been asked to apply the geometric method to fifteen real-world cases. The empirical findings indicate that experts and laypeople do in fact apply geometrically construed moral principles in roughly, but not exactly, the manner advocates of the geometric method believe they ought to be applied.

Technology is in- uential on society; technological innovations act upon the perception of ourselves, the world, and our relation with fellow humans and other objects. Technology is changing everything we do by creating new entities (such as software, nanop- ticles, or Internet), by changing the scale of activities (e. g. vast amounts of data about people can be stored and analysed, and not infrequently without people - ing aware of this), by generating new kinds of knowledge (for instance about i- nesses, the human genome and so on). Technologies, as a consequence, impinge upon our morality and for this reason an ethics of technology should not wait passively until moral problems arise and not only focus on identi ed and exi- ing moral problems, but contemplate technology developments and possible - pacts proactively. However, this is easier said than done, because a prospective and proactive evaluation of technology developments is complicated by complexity and uncertainty. The uncertainty of technology development is closely related to one of the str- ing features of technology, namely what Jim Moor has coined logical malleability. (1985, 269) Technological devices are logically malleable in that they can be shaped to do any activity that can be characterised in terms of logical operations.
