The use of small unmanned aerial vehicles (UAVs) and micro air vehicles (MAVs) in military reconnaissance, surveillance, and target acquisition (RSTA) missions is becoming increasingly widespread. The Supervisory Control Interfaces Branch of the Air Force Research Laboratory is exploring interface design techniques to support multiple-UAV, single-operator employment concepts. These employment concepts require that a single operator monitor manage multiple vehicles and or sensors which may increase visual/cognitive workload and degrade performance. This paper reviews four experiments performed for the Interfaces for Small Unmanned Systems (ISUS) Program involving target acquisition in the multiple-UAV context. The goals were to characterize and improve human performance. Experiment 1 examined unaided operator performance in a target acquisition task involving multiple MAV videos. Experiment 2 compared operator performance when target acquisition was aided and unaided for multiple simulated MAV videos. Experiment 3 examined the effect of display size on unaided target acquisition for multiple MAV videos. Experiment 4 compared target acquisition performance for unaided human operators with that of an automated cooperative controller in accomplishing a complex task involving the prosecution of ground based targets with Wide Area Search Munitions (WASMs). The findings and lessons learned are the basis for recommendations that could provide valuable insights into the size and configuration of the sensor display for performing target acquisition, especially those requiring simultaneous monitoring of multiple videos. The findings also may contribute to shaping employment concepts and technology requirements for future unmanned aerial systems.

DoD recognizes that it must achieve greater commonality among the military services' unmanned aircraft programs. This report assessed the progress of selected unmanned aircraft acquisition programs, examined the extent to which the services are collaborating and identifying commonality among those programs, and identified key factors impacting the effectiveness their collaboration. It analyzed cost, schedule, and performance data for eight unmanned aircraft systems -- accounting for over 80% of DoD's total planned investment in unmanned aircraft systems from 2008 through 2013 -- and two payload programs.

Through 2011, the Department of Defense (DOD) plans to spend $20 billion to significantly increase its inventory of unmanned aircraft systems, which are providing new intelligence, surveillance, reconnaissance, and strike capabilities to U.S. combat forces-including those in Iraq and Afghanistan. Despite their success on the battlefield, DOD's unmanned aircraft programs have experienced cost and schedule overruns and performance shortfalls. Given the sizable planned investment in these systems, GAO was asked to review DOD's three largest unmanned aircraft programs in terms of cost. Specifically, GAO assessed the Global Hawk and Predator programs' acquisition strategies and identified lessons from these two programs that can be applied to the Joint Unmanned Combat Air Systems (J-UCAS) program, the next generation of unmanned aircraft.

There is a long history of efforts to improve the efficiency and effectiveness of the weapon acquisition process. The purpose of this case study is to understand how one such program, the High Altitude Endurance Unmanned Aerial Vehicle (HAE UAV), has benefited from certain changes in established acquisition procedures. It is hoped that conclusions can then be drawn regarding the suitability of these measures for the wider Department of Defense acquisition environment. The Defense Advanced Research Projects Agency (DARPA), in conjunction with the Defense Airborne Reconnaissance Office (DARO), is embarking on development of two unmanned air vehicles (UAVs): Tier II+ and Tier III. UAV and tactical surveillance/reconnaissance programs have a history of failure due to inadequate integration of sensor, platform, and ground elements, together with unit costs far exceeding what the operator has been willing to pay. To overcome these historical problems, DARPA, with congressional support, is undertaking an innovative acquisition program that is different from normal DoD acquisition efforts in several important ways: The approach gives flexibility to depart from acquisition specific law and related regulations. Contractors do not have to meet a wide range of performance requirements. Instead, a firm cap of $10 million has been placed on unit flyaway price, and the firms can trade all other performance goals as necessary to stay within that cap. The program has been designated an Advanced Concept Technology Demonstration (ACTD), i.e., a program intended to demonstrate mature or maturing technologies to warfighters in an accelerated fashion. Contractors, in collaboration with the government, must institute the forms and functions of integrated product and process development (IPPD), an approach intended to streamline program management within functional areas.

The Boeing Company is studying a concept that involves teaming a manned rotorcraft, the Apache Longbow (TM), with a unmanned air vehicle (UAV). During 1997 Boeing developed a preliminary man-machine interface between the Apache Longbow and an unmanned air vehicle. An early assessment of the man-machine interface in a virtual simulation environment was conducted. The study concentrated on the effects of crew workload during manned-unmanned teaming operations and acceptability of the design in terms of presentation of the data, functionality, and utility. A limited assessment of operational measures of effectiveness was also conducted. Subject pilots were satisfied with the man-machine interface, did not experience task overload and were able to perform UAV control tasks. Subjects did experience some difficulty with target acquisition and tracking, however. Initial data suggests that the potential exists to detect targets beyond the organic sensor range of current attack/reconnaissance rotorcraft without being exposed to threat detection.
