While Tanzania has been at the forefront of creating a positive legal framework and political context for gender equality, certain legal, regulatory, and administrative barriers still hinder women's full participation in private sector development. This report analyzes these barriers and makes recommendations for needed change, to ensure women's full contribution to private sector development and economic growth in Tanzania. Building on intensive stakeholder consultations and the findings of numerous studies, notably the MKURABITA diagnostic and the 2003/4 Investment Climate Assessments for Tanzania and Zanzibar, this report examines these gender-related barriers to growth and investment. It highlights legal and administrative constraints that have a disproportionately negative effect on female-headed businesses, and makes recommendations for needed reforms. Addressing these issues would not only help unlock the full economic potential of women, but would help improve the environment for all businesses in Tanzania. While Tanzania's economic growth has been strong, this report finds that if the country were to bring female secondary schooling and female total years of schooling to the same level as now enjoyed by males, this could produce up to an additional annual percentage point of growth - a valuable contribution to achieving the 6-8 percent annual growth targets of the National Strategy for Growth and Reduction of Poverty (NSGRP or MKUKUTA).

This book examines water security as a prime example of how the economic, socio-cultural and political-normative systems that regulate access to water reflect the evolving and gendered power relations between different societal groups. Access to water is characterized by inequalities: it depends not only on natural water availability, but also on the respective socio-political context. It is regulated by gender-differentiated roles and responsibilities towards the resource, which are strongly influenced by, among others, tradition, religion, customary law, geographical availability, as well as the historical and socio-political context. While gender has been recognized as a key intervening variable in achieving equitable water access, most studies fail to acknowledge the deep interrelations between social structures and patterns of water use. Proof of these shortcomings is the enduring lack of data on water accessibility, availability and utilization that sufficiently acknowledges the relational nature of gender and other categories of power and difference, like class and socioeconomic status, as well as their comprehensive analysis. In production and service sectors we often come across situations where females remain largely overshadowed by males both in terms of wages and productivity. Men are generally assigned jobs that require more physical work while the ‘less’ strenuous job is allocated to the females. However, the gender dimension of labor process in the service sector in India has remained relatively unexplored. There are certain activities in the service sector where females are more suitable than males. The service sector activities are usually divided into OAE and Establishments. In this work, an attempt has been made to segregate the productivity of females compared to that of males on the basis of both partial and complete separability models. An estimate has also been made of the female labor supply function. The results present a downward trend for female participation both in Own Account Enterprises (OAE) and Establishment. The higher the female shadow wage the lower their supply. This lends support to the supposition that female labor participation is a type of distress supply rather than a positive indicator of women’s empowerment. Analysis of the National Sample Service Organization data indicates that in all the sectors women are generally paid less than men. A micro-econometric study reveals that even in firms that employ solely female labor, incidence of full-time labor is deplorably poor. It is this feature that results in women workers’ lower earnings and their deprivation.
