Social Networking in South-Eastern Europe in the 15th–19th centuries exhibits specific characteristics: the Ottomans and the Habsburgs, for example, each have their pattern of building and using social networks, with the Third South-Eastern Europe, i.e., the vassal principalities in the Balkans and the re-created national states, staying closer in the Ottoman pattern. It seems that the Muslim-Oriental social traditions established in the Balkans during Ottoman rule had a clear impact on the building of networks and the exercising of social influence. The specific regional practices, once established, were very hard to overcome or to replace by other patterns of social networking. These practices, however, could easily interact in border areas with one other, giving the inhabitants on both sides of the frontier the possibility of living a socially amphibious life, at least in terms of Social Networking.

In common with many other parts of the world, the region of South Eastern Europe (SEE) faces a significant terrorist threat. Countering this threat represents a major security challenge for government agencies in the region and their partners, and although important counterterrorism advances have been made by NATO nations over the past decade, the complex history, geography, culture, socio-economic and political dynamics of the area mean that these advances need to be contextualized and modified to suit the regional situation. This book presents the contributions to the NATO Advanced Training Course (ATC) 'Countering Terrorism in South Eastern Europe' held over five days at Lake Ohrid, Macedonia, in February 2016. The conference hosted presenters from 15 different countries, and government representatives from the nations of the Balkan region, including Macedonia, Slovenia, Bosnia and Herzegovina, Montenegro, Albania, Bulgaria, Croatia, and Kosovo. The course consisted of five central priorities: contemporary global terrorist practices, radicalization processes and recruitment techniques; terrorist use of cyberspace; legal aspects of countering terrorism; building resilient societies; with the final priority concentrating on SEE counterterrorism. Presenters discussed a wide range of topics, including radicalization and cyberterrorism, all aimed at countering the real and evolving threat of terrorism in the region.

At the end of the nineteenth century, Southeastern Europe became a prime sending region of emigrants to overseas countries, in particular the United States. This massive movement of people ended in 1914 but remained consequential long thereafter, as emigration had created networks, memories, and attitudes that shaped social and political practices in Southeastern Europe long after the emigrants had left. This book’s main concern is to reconstruct the political and socioeconomic impact of emigration on Southeastern Europe. In contrast to migration studies’ traditional focus on immigration, this book concentrates on the sending countries. The author provides a comparative analysis of the socioeconomic causes and consequences of emigration and argues that migrant networks and emulation effects were crucial for the persistence of migration inclinations. It also brings the state back in the emigration story and discusses political responses towards emigration by governments in the region before 1914. Emigration policy became closely aligned with nation-building and social engineering. These stances continued even after emigration had subsided: interwar Yugoslavia, which is studied in detail, tried to create a Yugoslav “diaspora” in America by turning emigrants from its territory into expatriate citizens. Hence, a nationalizing state exploited transnational linkages. The book closes with the emigration policies of communist Yugoslavia until the early 1960s,when experiments and experiences of the government were crucial for its eventual decision to liberalize labor migration to the West (the only communist government to do so). A paramount reason for this was the fact that emigrants, both as a place of memory and a source of remittances, continued to be significant. This book therefore presents emigration as a complex social phenomenon that requires a multifaceted historical approach in order to reveal the effects of migration on different temporal and spatial scales.

This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. Although there is a tendency to view the Balkans as peripheral, this book argues that South East European states are central to what the EU is and aspires to become, and goes to the heart of many of the key issues confronting the EU. It compares changing modes of governance in the three policy areas selected because they are contentious issues in domestic politics and have trans-boundary policy consequences, in which there is significant EU involvement. The book draws on over 100 interviews conducted to explore actor motivation, preferences and perceptions in the face of pressure to adapt from the EU and uses Social Network Analysis. Timely and informative, this book considers broader dilemmas of integration and enlargement at a time when the EU’s effectiveness is under close scrutiny. This book compares media and political systems in East-Central as well as in Western Europe in order to identify the reasons possibly responsible for the extensive and intensive party control over the media. This phenomenon is widely experienced in many of the former communist countries since the political transformation. The author argues that differences in media freedom and in the politicization of the news media are rooted in differences in party structures between old and new democracies, and, notably, the fact that young parties in the new members of the European Union are short of resources, which makes them more likely to take control of and to exploit media resources.
