Let's face it-not everybody knows what they are doing out there. Unlicensed drivers, drunk drivers or drivers under the influence of drugs or other substances, drivers with revoked, suspended or no licenses, and drivers with little to no patience-these drivers are unqualified to be in control of a motor vehicle, yet they are allowed to mingle with drivers who know what they are doing and have fulfilled their responsibilities, legally and ethically. This means overly congested roads, slow speeds, too many traffic lights and road rage. The inability to get anywhere because of overcrowding with unqualified drivers. Fully half of the drivers out there are unqualified, yet the state lets them drive because of money.
