A booming regional economy and ever-growing population places stress on established, low-income neighborhoods near the central core of Seattle. Many residents in these vulnerable neighborhoods have been unable to realize the same economic prosperity as their counterparts in wealthier, privileged neighborhoods. Historic institutional barriers to security of tenure led to disinvestment and divestiture, inviting gentrification, disassociation, and displacement. This investigation examines current neighborhood capacity for growth within existing historic buildings and considers the potential for reuse of locally owned cultural assets to meet capacity demanded by new zoning and increasing population. This thesis explores the effects of new and existing regulations, the complications of non-traditional ownership models, and the pressures associated with a volatile, escalating real estate market on the choices made by long-term residents and local property owners to redevelop existing properties. This thesis analyzes the availability and efficacy of development tools used in rehabilitation of existing properties, focusing on the viability of public/private partnerships, local funding structures, and incentive programs.

Mary Ann Conklin, also known as "Madame Damnable," ran Seattle's first hotel, the Felker House, which burned to the ground in the Great Seattle Fire of 1889. The Rainier Hotel was erected quickly following the Great Seattle Fire but razed around 1910. The Denny Hotel, an architectural masterpiece later known as the Washington Hotel, was built in 1890 but torn down in 1907 during the massive regrade that flattened Denny Hill. Upon opening in 1909, the Sorrento Hotel was declared a "credit to Seattle" by the Seattle Times. The Olympic Hotel was the place for Seattle's high society throughout the 1920s. The Hotel Kalmar was a workingman's hotel built in 1881 and was razed for the Seattle tollway. The Lincoln Hotel was destroyed by a tragic fire in 1920, along with its rooftop gardens. The famous and grand Seattle Hotel in Pioneer Square was replaced by a "sinking ship" parking garage, thus sparking preservationists to band together to establish Pioneer Square as a historic district. In the fall of 1999, the World Trade Organization (WTO) prepared to hold its biennial Ministerial Conference in Seattle. The event culminated in five days of chaotic political protest that would later be known as the Battle in Seattle. The convergence represented the pinnacle of decades of organizing among workers of color in the Pacific Northwest, yet the images and memory of what happened centered around assertive black bloc protest tactics deployed by a largely white core of activists whose message and goals were painted by media coverage as disorganized and incoherent. This insightful history takes readers beyond the Battle in Seattle and offers a wider view of the organizing campaigns that marked the last half of the twentieth century. Narrating the rise of multiracial coalition building in the Pacific Northwest from the 1970s to the 1990s, Diana K. Johnson shows how activists from Seattle's Black, Indigenous, Chicano, and Asian American communities traversed racial, regional, and national boundaries to counter racism, economic inequality, and perceptions of invisibility. In a city where more than eighty-five percent of the residents were white, they linked far-flung and historically segregated neighborhoods while also crafting urban-rural, multiregional, and transnational links to other populations of color. In traditional scholarship, Native Americans have been conspicuously absent from urban history. Indians appear at the time of contact, are involved in fighting or treaties, and then seem to vanish, usually onto reservations.
