Research was performed to identify prominent characteristics of Field Artillery forward observer (FO) selection and training which can be used to improve basic performance of FO tasks and thereby enhance the combat effectiveness of the fire support system. The methodology incorporated profile development, task analysis, and training analysis. These research elements were supported by data obtained from: (1) interviews with instructors and over 50 FOs or Fire Support Team (FIST) chiefs, (2) two questionnaires administered to Field Artillery Officer Basic course (FAOBC) students, and (3) a questionnaire completed by 332 artiller officers. The task analysis clearly showed that map reading skills were among the most critical FO skills, Task by scenario interactions were found to be an important consideration in determining FO tasks and skill requirements. The training analysis revealed discrepancies in the list of tasks taught in FAOBC and the list of tasks emerging from the tasks analysis and identified alternaitve approaches. Methodology and procedures were suggested for increasing the effectiveness of FO and OBC training development.

This publication, Army Techniques Publication ATP 3-09.12 Field Artillery Target Acquisition July 2015, contains the techniques used to employ and manage field artillery (FA) target acquisition systems. It updates and replaces information formerly contained in field manual (FM) 3-09.12 and incorporates emerging techniques on new equipment such as the AN/TPQ-50 and AN/TPQ-53 radars. It also introduces the new Army Structure of the division artillery (DIVARTY) and the field artillery brigade (FAB). The material contained in this Army techniques publication (ATP) applies to all personnel involved in the target acquisition process. The principal audience for ATP 3-09.12 is maneuver commanders and staffs, FA commanders and staffs, and target acquisition personnel. This is a complete revision to Field Manual (FM) 3-09.12, Tactics, Techniques, and Procedures for Field Artillery Target Acquisition, which updates doctrine, techniques, and deletes obsolete information. ATP 3-09.12 contains the fundamental techniques and guidance required for planning, coordinating, and employing FA target acquisition assets. It provides current information on how to train and conduct operations. It describes the techniques currently being used and known to be effective. The doctrine is consistent with joint, multi-Service, or other Army doctrine. The goal of FA target acquisition is to identify and provide an accurate target location to the supported maneuver commander to allow for immediate counterfire operations against the target. This publication describes current and emerging fires target acquisition systems. Target acquisition systems include the following assets- weapon locating radars (WLR), counterfire operations, and target processing. It explains the techniques for employing radars, counterfire operations, and target processing. This publication describes techniques in non-prescriptive ways to accomplish the mission as stated in the operations order and to employ, maintain, and operate the WLR to locate the enemy indirect weapon systems. Training Circular (TC) 3-09.81, "Field Artillery Manual Cannon Gunnery," sets forth the doctrine pertaining to the employment of artillery fires. This publication, "Tactics, Techniques, and Procedures for Field Artillery Target Acquisition" (FM 3-09.12), contains the doctrine, organization, tactics, techniques, and procedures required to manage field artillery target acquisition (TA) organizations, systems, personnel and equipment. It updates information and incorporates emerging doctrine and information about targeting, the military decision making process (MDMP), new equipment, and Advanced Field Artillery Tactical Data System (AFATDS) considerations as they apply to the functions performed by the targeting officer and the radar section leader. This manual describes current and emerging TA organizations. These organizations include target acquisition batteries and radar platoons of active and reserve components, the corps target acquisition detachment (CTAD), radar platoons of the interim brigade combat team (IBCT) and interim division artillery (IDIVARTY), and the STRIKER platoon. Technical and tactical considerations for employing weapons locating radars are discussed in detail. This includes the AN/TPQ-47 that is currently being developed. New information contained in this manual includes duties and responsibilities for key TA personnel, rehearsals, stability operations and support operations, rotary and fixed wing radar movement procedures, and automated target data processing.
