The authors of this book approach the emergence and endurance of the populist nationalism in post-socialist Eastern Europe, with special emphasis on Hungary. They attempt to understand the reasons behind public discourses that increasingly reframe politics in terms of nationhood and nationalism. Overall, the volume attempts to explain how the new nationalism is rooted in recent political, economic and social processes. The contributors focus on two motifs in public discourse: shift and legacy. Some focus on shifts in public law and shifts in political ethno-nationalism through the lens of constitutional law, while others explain the social and political roots of these shifts. Others discuss the effects of legacy in memory and culture and suggest that both shift and legacy combine to produce the new era of identity politics. Legal experts emphasize that the new Fundamental Law of Hungary is radically different from all previous Hungarian constitutions, and clearly reflects a redefinition of the Hungarian state itself. The authors further examine the role of developments in the fields of sociology and political science that contribute to the kind of politics in which identity is at the fore.

The authors of this book retell the political and economic history of East-Central Europe, the post-communist Balkans, and the Baltic states and speculate about their future from the vantage point of three competing forces operating in the region: territorial imperialism, globalization, and nationalism. Exposed to imperial aspirations, the geographic area from the Baltic Sea to the Black Sea has in the past 150 years been subject to alternating waves of globalization and nationalism. The nineteenth century Eastern European empires were open to forces of economic globalization, but all collapsed at the end of World War One. Emerging nation-states embraced the logic of Western-led globalization but were subjugated by Nazi and Soviet empires, which pursued policies of economic autarchy. The demise of the Soviet empire marked the revival of pre-1939 nation-states and the re-entry of forces of liberalism and globalization into the region, with multiple crises of economic transition, ethnic militancy, new forms of authoritarianism, and external security threats. By 2010 negative, nationalist-populist reactions against crises that globalization brought to Eastern Europe became the dominant political trend. The analysis involves the consideration about the very contemporary factors of Brexit and COVID, as well as Russia’s and China’s influences, and their effects on Eastern Europe.

The history of eugenics and racial nationalism in Central and Southeast Europe is a neglected topic of analysis in contemporary scholarship. Moreover, national historiographies in Central and Southeast Europe have either marginalized eugenics and racial nationalism or deemed them incompatible with their respective national traditions. Accordingly, this volume has a two-fold ambition: to excavate the hitherto unknown eugenic movements in Central and Southeast Europe and to explain their relationship with racism, nationalism and anti-Semitism. On the one hand, the historiographic perspective substantiated in this volume connects developments in the history of racial anthropology, genetics and eugenics with political ideologies such as racial nationalism and anti-Semitism; on the other hand, it contests the 'Sonderweg' approach adopted by scholars dealing these phenomena in Central and Southeast Europe by arguing that concerns with eugenics and race were as widely disseminated in these regions as they were in Western Europe and North America. Melegh's work offers a powerful analysis of the sociological and symbolic meanings of East-West in Europe after the end of the Cold War. While the fundamental poles of East and West remain, both their meaning and their relationship to one another have shifted profoundly since the late 1970s. Melegh exposes the underbelly of liberal characterizations of East-West, highlighting the polarizing effect of extreme nationalism and ethnic racism. The monograph analyses the roots of some of the most significant ethnically-based (or ethnically-worded) conflicts in Europe, defines their participants' rationales, and answers the question of how they relate to the issue of European security. It is based on two case studies, former Yugoslavia and Bulgaria. Since the question of secession and self-determination is not that clearcut, the author analyses this ambiguity and examines the options. He discusses the impact of the Balkan crisis on international relations and attempts to go beyond regional security issues and to put the problem of Balkan security into a broader European perspective. This includes addressing the question as to whether NATO membership is the only solution to Eastern Europe's security concerns. In the last chapter the idea of a regional defense structure is analysed.
