Like all newly activated World War II Divisions, the 90th had a turbulent two-year training period fraught with problems of resources and personnel. During the interwar years, the Army’s readiness was allowed to stagnate below such an acceptable level that when crisis called there was little to build upon. Consequently, the larger priority of rapidly fielding 90 divisions outweighed considerations for how well those divisions were trained. Thus, the 90th Division was forced into combat by the exigencies of war with many factors working against it: untested officers, unfamiliar doctrine, limited training on advanced combat skills, and the detrimental effects of constant personnel turnover, including commanders. As the 90th went ashore on Normandy, a period of ineffectiveness ensued as soldiers were forced to learn the lessons of training under fire and unsuccessful leaders were replaced. Furthermore, the 90th Division’s period of ineffectiveness seemed extraordinary because it occurred under the spotlight of the Normandy invasion where insufficient planning for the difficulties of hedgerow combat severely slowed the expected pace of advance. Undoubtedly, the performance of the 90th Division’s senior leadership was abysmal, but its uncoordinated attacks were the product of training deficiencies experienced by all new divisions. Additionally, critical evaluation reveals the 90th’s early contribution much higher than historically credited and far from the total failure some have labeled it.

Most histories of the U.S. Army in World War II view the Mediterranean Theater of Operations primarily as a deadly training ground for very green forces, where lessons learned on the beaches of Oran, in the hills of the Kasserine Pass area, and at the collapse of the Tunis bridgehead all contributed to later success in Western Europe. Steven Barry, however, contends that victory in the MTO would not have materialized without the leadership of battalion-level commanders. They operated at a high level, despite the lack of combat experience for themselves and their troops, ineffective leadership at higher levels, and deficiencies in equipment, organization, and mobilization. Barry portrays these officers as highly trained, adaptable, and courageous in their first combat experiences in North Africa and Sicily. Their leadership, he argues, brought discipline, maturity, experience, and the ability to translate common operational guidance into tactical reality, and thus contributed significantly to battlefield success in North Africa and Sicily in 1942-1943. To explain how this happened, he examines their prewar experiences, including professional military education and unit training exercises; personal factors such as calmness and physical resilience under fire; and the ability to draw upon doctrine, creatively apply the resources at their disposal, and clearly define and communicate mission goals and means. He also reveals how battalion leaders incorporated technological innovations into combined arms maneuvers by employing tank capabilities and close air support doctrine. As Barry's assessment shows, these battalion commanders were not the sole reason for the Allied triumph in North Africa and Sicily, but victory would not have been possible without the special brand of military leadership they exhibited throughout those campaigns. Under their leadership, even inexperienced units were able to deliver credible combat performance, and without the regular army battalion leaders, U.S. units could not have functioned tactically early in the war. One of the few studies to focus on tactical adaptation at the battalion level in conventional warfare, Barry's book attests to the pivotal value of professional military education-and makes an important contribution to today's "organizational learning" debate-while providing an in-depth view of adaptation of U.S. infantry and armored forces in 1942-1943.

This thesis evaluates leadership in the 761st Tank Battalion and the 92d Division, two black units during World War II. Leaders in each unit were evaluated on their ability to use the following leadership model: technical skills (job experience, technical competence, and the ability to correlate facts into meaningful information); conceptual skills (vision and the ability to task organize to accomplish the mission); and interpersonal skills (job related standards and the ability to foster mutual trust and respect) to influence combat effectiveness. The analysis showed that the leaders in the 761st Tank Battalion demonstrated skills in the leadership model effectively and especially were successful in demonstrating interpersonal skills. Its successful combat record supports that its leaders were effective. On the other hand, the leaders in the 92d Division failed to properly demonstrate the skills of the leadership model. The lack of interpersonal skills used by leaders in the division (developing trust and mutual respect) was the major cause of the unit’s combat failures. This study showed that despite negative beliefs about Negro soldiers there were some leaders who effectively applied interpersonal leadership skills in the interest of mission accomplishment.

Armies prepare for war during peace. However, the true validation of doctrine weapons, organization, and training developed in peacetime is war. Hostilities between the Allied and Central Powers raged for three years before the Unites States declared war. This period provided the US Army a unique opportunity to observe how technologies and techniques were effectively employed by French, British, and German commanders. The question this thesis attempts to answer is: How well did the United States Army apply the experiences of the belligerent nations from 1914 to 1917 in preparing the American Expeditionary Force (AEF) for combat in the European Theater? The thesis starts with a discussion of pre-war Army developments from the Russo-Japanese War of 1904-05 through the last US military action before the declaration of war, the Punitive Expedition to Mexico. The evolution of warfare through French, British, and German experience is described followed by a discussion of the observations of modern warfare by military professionals and how US Army doctrinal publications and operations planning reflected these changes. The thesis then analyses US battlefield performance and influences upon the formation of US doctrine.
