This report is a component of the Research Program on Climate Change, Agriculture, and Food Security (CCAFS)–-funded project “Impacts of Climate Extremes on Future Water and Food Security in South Asia and East Africa.” The goal of the project was to characterize extreme drought events, to improve on a methodology to assess the probability of these events in the future under climate change, to illustrate their impacts, and to provide suggestions on coping strategies. The present report sets the stage for the overall project by undertaking a review of the causes of vulnerability to drought in East Africa and the western Indo-Gangetic Plain (IGP) of South Asia, and discussing the options to increase resilience to drought in the agricultural sector. Agriculture is a high-risk endeavor in both regions, due to a combination of recurrent droughts—which may intensify due to climate change—poor soil fertility, and a host of constraints faced by farmers, especially low access to input and output markets. These factors, combined with farmers’ high aversion to risk, stifle investments in agriculture, resulting in continuous underachieving production, low income, and persisting poverty.

Roughly a billion people around the world continue to live in state of chronic hunger and food insecurity. Unfortunately, efforts to improve their livelihoods must now unfold in the context of a rapidly changing climate, in which warming temperatures and changing rainfall regimes could threaten the basic productivity of the agricultural systems on which most of the world’s poor directly depend. But whether climate change represents a minor impediment or an existential threat to development is an area of substantial controversy, with different conclusions wrought from different methodologies and based on different data. This book aims to resolve some of the controversy by exploring and comparing the different methodologies and data that scientists use to understand climate’s effects on food security. The Southern African Development Community (SADC) and its Member States are making renewed efforts to revive agriculture in the region. Given that much of it is water-stressed, appropriate and sustainable land and water management practices are vital to achieving this objective. Recognising this, SADC's Land and Water Management Applied Research and Training Programme has convened two scientific symposiums. Held in Lilongwe, Malawi, in February 2006, the inaugural symposium brought together practitioners from 10 participating SADC countries to deliberate on land and water management for sustainable agriculture, and discuss how the most recent research and development advances in land and water management might be made more relevant to policymakers as well as the region's small-scale farmers. The edited contributions to this first symposium appear in this volume. The second symposium was held in Gaborone, Botswana, in February 2007, and brought together regional experts to discuss opportunities for improving water use and water use efficiency in agriculture in semi-arid and arid areas. The edited contributions to the second symposium appear in a companion volume entitled Land and Water Management in Southern Africa: Towards Better Water Use in Agriculture in Semi-Arid and Arid Areas (AISA 2008). It is hoped that these two volumes will help to disseminate regional expertise on land and water management to a wider audience, thus helping policy-makers and others to strengthen the agricultural sector in the region, and, in so doing, improve its food security and the wellbeing of its people.

Abstract: This paper examines whether the choice of crops is affected by climate in Africa. Using a multinomial logit model, the paper regresses crop choice on climate, soils, and other factors. The model is estimated using a sample of more than 7,000 farmers across 11 countries in Africa. The study finds that crop choice is very climate sensitive. For example, farmers select sorghum and maize-millet in the cooler regions of Africa; maize-beans, maize-groundnut, and maize in moderately warm regions' and cowpea, cowpea-sorghum, and millet-groundnut in hot regions. Further, farmers choose sorghum, and millet-groundnut when conditions are dry; cowpea, cowpea-sorghum, maize-millet, and maize when medium wet; and maize-beans and maize-groundnut when wet. As temperatures warm, farmers will shift toward more heat tolerant crops. Depending on whether precipitation increases or decreases, farmers will also shift toward drought tolerant or water loving crops, respectively. There are several policy relevant conclusions to draw from this study. First, farmers will adapt to climate change by switching crops. Second, global warming impact studies cannot assume crop choice is exogenous. Third, this study only examines choices across current crops. Future farmers may well have more choices. There is an important role for agronomic research in developing new varieties more suited for higher temperatures. Future farmers may have even better adaptation alternatives with an expanded set of crop choices specifically targeted at higher temperatures.
