This book examines the reasoning practice of 15 constitutional courts and supreme courts, including the Caribbean Commonwealth and the Inter-American Court of Human Rights. Enriched by empirical data, with which it strives to contribute to a constructive and well-informed debate, the volume analyses how Latin American courts justify their decisions. Based on original data and a region-specific methodology, the book provides a systematic analysis utilising more than 600 leading cases. It shows which interpretive methods and concepts are most favoured by Latin American courts, and which courts were the most prolific in their reasoning activities. The volume traces the features of judicial dialogue on a regional and sub-regional level and enables the evaluation and comparison of each country's reasoning culture in different epochs. The collection includes several graphs to visualise the changes and tendencies of the reasoning practices throughout time in the region, based on information gathered from the dataset. To better understand the current functioning and the future tendencies of courts in Latin America and the Caribbean, the volume illuminates how constitutional and supreme courts have actually been making their decisions in the selected landmark cases, which could also contribute to future successful litigation strategies for both national constitutional courts and the Inter-American Court for Human Rights. During Mexico's silent (1896-1930) and early sound (1931-52) periods, cinema saw the development of five significant genres: the prostitute melodrama (including the cabaretera subgenre), the indigenista film (on indigenous themes or topics), the cine de añoranza porfiriana (films of Porfirian nostalgia), the Revolution film, and the comedia ranchera (ranch comedy). In this book, author Jacqueline Avila looks at examples from all genres, exploring the ways that the popular, regional, and orchestral music in these films contributed to the creation of tropes and archetypes now central to Mexican cultural nationalism. Integrating primary source material--including newspaper articles, advertisements, films--with film music studies, sound studies, and Mexican film and cultural history, Avila examines how these tropes and archetypes mirrored changing perceptions of mexicanidad manufactured by the State and popular and transnational culture. As she shows, several social and political agencies were heavily invested in creating a unified national identity in an attempt to merge the previously fragmented populace as a result of the Revolution. The commercial medium of film became an important tool to acquaint a diverse urban audience with the nuances of Mexican national identity, and music played an essential and persuasive role in the process. In this heterogeneous environment, cinema and its music continuously reshaped the contested, fluctuating space of Mexican identity, functioning both as a sign and symptom of social and political change.

The major role played by a technocratic elite in Chilean politics was perhaps most controversial when the “Chicago Boys” ran the economic program of Augusto Pinochet’s military regime from 1973 to 1990. But technocrats did not suddenly come upon the scene when Pinochet engineered the coup against Salvador Allende’s government. They had long been important contributors to Chile’s approach to the challenges of economic development. In this book, political scientist and historian Patricio Silva examines their part in the story of twentieth-century Chile. Even before industrialization had begun in Chile, the impact of positivism and the idea of “scientific government” gained favor with Chilean intellectuals in the late nineteenth century. The technocrats who emerged from this background became the main architects designing the industrial policies of the state through the Ibáñez government (1927–31), the state-led industrialization project of the late 1930s and 1940s, the Frei and Allende administrations, Pinochet’s dictatorship, and the return to democracy from the Aylwin administration to the present. Thus, contrary to the popular belief inspired by the dominance of the Chicago Boys, technocrats have not only been the tools of authoritarian leaders but have also been important players in sustaining democratic rule. As Silva shows, technocratic ideology in Chile has been quite compatible with the interests and demands of the large middle classes, who have always defended meritocratic values and educational achievements above the privileges provided by social backgrounds. And for most of the twentieth century, technocrats have provided a kind of buffer zone between contending political forces, thereby facilitating the functioning of Chilean democracy in the past and the present.
