Umpqua River Basin drains much of southwestern Oregon. It is well-known for its fishery and recreation resource. Population centers and economic developments are concentrated in the valley of South Umpqua River. Lumbering, agriculture, mining, and recreation are its principal industries. The basin has an immense forest reserve and a great potential for development of its water resources. At present, water shortages are critical during the summer, and floods occur in winter. Thw water resource needs of the basin include flood control; storage and controlled release of water for irrigation, water supply, fishery enhancement, and water quality control; and provisions for increased recreational opportunities. In response to specific congressional authorization, a study has been made of a plan for control and development of the basin's water resources that would be in concert with the environmental setting. The study has been made in cooperation with the other Federal, State, and local agencies with interests in various phases of water resource development, and in an atmosphere of public exposure and involvement. During the study it became evident, after consideration of numerous alternatives, that a significant part of the basin's water use and control problems could be overcome by multiple-purpose storage at the Days Creek site on South Umpqua River. A proposed plan, with Days Creek Dam the key element, was evolved at it constitutes the subject of this interim report. In consideration of all factors, the District Engineer recommends the adoption of the plan of development for South Umpqua River, consisting of the Days Creek Lake multiple-purpose project and associated works.

The purpose of this Appendix is to present procedures, projections, and basic economic data used in determining benefits that would accrue to a multiple-purpose water resource project in the Umpqua River Basin. The needs considered are those in the eight functional fields specifically recognized by Congress for water resource projects, plus those for preservation of desirable elements of the natural environment. This Appendix contains details on economic base, benefit evaluation, net benefit maximization, cost allocation, and repayments. For this analysis, 1985 was assumed for project year one. (Author).
