Updated as of May 29, 2018 Based on its review of the air quality criteria for oxides of nitrogen and the primary national ambient air quality standard (NAAQS) for oxides of nitrogen as measured by nitrogen dioxide (NO 2), EPA is making revisions to the primary NO 2 NAAQS in order to provide requisite protection of public health. Specifically, EPA is establishing a new 1-hour standard at a level of 100 ppb, based on the 3-year average of the 98th percentile of the yearly distribution of 1-hour daily maximum concentrations, to supplement the existing annual standard. EPA is also establishing requirements for an NO 2 monitoring network that will include monitors at locations where maximum NO 2 concentrations are expected to occur, including within 50 meters of major roadways, as well as monitors sited to measure the area-wide NO 2 concentrations that occur more broadly across communities. Secondary National Ambient Air Quality Standards for Oxides of Nitrogen and Sulfur (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Secondary National Ambient Air Quality Standards for Oxides of Nitrogen and Sulfur (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 This final rule is being issued as required by a consent decree governing the schedule for completion of this review of the air quality criteria and the secondary national ambient air quality standards (NAAQS) for oxides of nitrogen and oxides of sulfur. Based on its review, the EPA is retaining the current nitrogen dioxide (NO 2) and sulfur dioxide (SO 2) secondary standards to address the direct effects on vegetation of exposure to gaseous oxides of nitrogen and sulfur and, for reasons described in detail in this final preamble, is not adding new standards at this time to address effects associated with the deposition of oxides of nitrogen and sulfur on sensitive aquatic and terrestrial ecosystems. In addition, in this rule the EPA describes a field pilot program being developed to enhance our understanding of the degree of protectiveness that would likely be afforded by a multi-pollutant standard to address deposition-related acidification of sensitive aquatic ecosystems. Book Description
National Ambient Air Quality Standards for Ozone (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the National Ambient Air Quality Standards for Ozone (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 Based on its review of the air quality criteria for ozone (O 3) and related photochemical oxidants and national ambient air quality standards (NAAQS) for O 3, the Environmental Protection Agency (EPA) is revising the primary and secondary NAAQS for O 3 to provide requisite protection of public health and welfare, respectively. The EPA is revising the levels of both standards to 0.070 parts per million (ppm), and retaining their indicators (O 3), forms (fourth-highest daily maximum, averaged across three consecutive years) and averaging times (eight hours). The EPA is making corresponding revisions in data handling conventions for O 3 and changes to the Air Quality Index (AQI); revising regulations for the prevention of significant deterioration (PSD) program to add a transition provision for certain applications; and establishing exceptional events schedules and providing information related to implementing the revised standards. The EPA is also revising the O 3 monitoring seasons, the Federal Reference Method (FRM) for monitoring O 3 in the ambient air, Federal Equivalent Method (FEM) analyzer performance requirements, and the Photochemical Assessment Monitoring Stations (PAMS) network. Along with exceptional events schedules related to implementing the revised O 3 standards, the EPA is applying this same schedule approach to other future new or revised NAAQS and removing obsolete regulatory language for expired exceptional events deadlines. The EPA is making minor changes to the procedures and time periods for evaluating potential FRMs and equivalent methods, including making the requirements for nitrogen dioxide (NO 2) consistent with the requirements for O 3, and removing an obsolete requirement for the annual submission of Product Manufacturing Checklists by manufacturers of FRMs and FEMs for monitors of fine and coarse particulate matter. Book Description
This Policy Assessment (PA) has been prepared by staff in the Environmental Protection Agency's (EPA) Office of Air Quality Planning and Standards (OAQPS) as part of the Agency's ongoing review of the primary (health-based) national ambient air quality standards (NAAQS) for oxides of nitrogen (referred to herein as the N02 NAAQS). It presents analyses and staff conclusions regarding the policy implications of the key scientific and technical information that informs this review. The PA is intended to "bridge the gap" between the relevant scientific evidence and technical information and the judgments required of the EPA Administrator in determining whether to retain or revise the current standards. Development of the PA is also intended to facilitate advice and recommendations on the standards to the Administrator from an independent scientific review committee, the Clean Air Scientific Advisory Committee (CASAC), as provided for in the Clean Air Act (CAA). Staff's conclusions in this PA are informed by consideration of the scientific evidence summarized and assessed in the Integrated Science Assessment for Oxides of Nitrogen-Health Criteria (ISA) and updated analyses comparing ambient nitrogen dioxide (N02) concentrations to health-based benchmarks, included herein. Emphasis is given to considering the extent to which the evidence newly available since the last review alters conclusions drawn in the last review with regard to health effects related to N02 exposures, the exposure concentrations at which those effects occur, and populations that may be at increased risk for effects.
