Profound changes are occurring in the structure of arms production in Western Europe. Concentration is increasing at a fast pace. Small producers are disappearing and even large ones are opting out of the market. The various national arms industries, long operating in protective environments, are rapidly internationalizing. Three factors combine to bring about this change: East-West detente, the creation of the Single European Market, and the constant pressure of increasingly complex technology. In this book experts describe how the framework for producing arms in Western Europe is altered, and how various actors--firms, governments, and trade unions--are adapting to the new situation. The book presents detailed analyses of all the arms-producing countries in Western Europe. In addition to describing recent changes, the authors speculate on the implications of these for the balance of power in Western Europe, the relations between Western Europe and the United States, arms exports to the Third World, and problems of converting from military to civilian production. The appendices include the SIPRI list of the 50 largest arms-producing companies in Western Europe; data on mergers and acquisitions, procurement expenditure, and exports of major weapons; selections from treaties and other official documents relevant to current and future regulation of West European arms production; and a select bibliography.

Worldwide political changes have presented a unique opportunity for forging a new basis of international security relations. The end of the cold war, the dissolution of the Soviet Union, and the ascending role of the United Nations in regional security affairs have transformed the driving issues of international security. These changes both heighten the demand and offer the potential for global cooperation on an unprecedented scale. Traditional security preoccupations and the foundations of past strategy—based on preparation for massive military confrontation—are no longer appropriate. Now world leaders must find alternative strategies to ensure international safety. Global Engagement offers a complete analysis of the concept of cooperative security, which seeks to establish international agreements to regulate the size, technical composition, investment patterns, and operational practices of all military forces for mutual benefit. The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. In the shrinking arms market of the post-Cold War era, countries with advanced arms industries face difficult choices concerning force size, arms production, arms export, and defense industrial capacity. This book explores the links among these issues through a detailed study of the combat aircraft industries in the United States, Russia, Britain, France, Germany, Italy, and Sweden--the seven countries that develop, produce, and export all of the world's technologically advanced weapon systems. The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. Stunning changes in Russia's combat aircraft forces, industry, and strategy are detailed here for the first time, as are expected future Russian combat aircraft exports to China. Newly compiled data also show that in the United States and Russia and globally, arms production for export will exceed production for domestic use for the first time in history, starting in 1995. Arms production is thus increasingly dominated by commercial rather than security interests. Ultimately at issue is whether governments will exploit the opportunity offered by the dramatic post-Cold War contraction of the world arms market to reduce their armed forces and constrain international arms trade while shrinking the arms industry--or keep pushing arms exports that generate new threats and justify larger armed forces, more arms production, and bigger arms industries.
