Global health diplomacy begins with a recognition that the most effective international health interventions are carried out with sensitivity to historical, political, social, economic, and cultural differences. In this report on the "Humanitarian Response to the Pakistan Floods", the International Development Committee has found that only $700 million of a $2 billion appeal has been delivered on the ground to help those in need, which is unacceptable given that there are millions of people still in need of humanitarian assistance and living in camps. The floods covered one fifth of the country, an area larger than England, and affected 18 million people. More than 1,900 lost their lives, 12 million were displaced and 1.7 million homes were damaged or destroyed. The scale of the floods overwhelmed the capacity of the international system, already stretched by the earthquake in Haiti, to respond effectively. The UN response was patchy with poor leadership and coordination. The Report also calls on the Department for International Development and the wider international community to pay greater attention to disaster preparedness and risk reduction as climate change is likely to increase the frequency and severity of natural disasters. Densely populated urban areas are at greatest risk in terms of loss of life and livelihoods. DFID provided £134 million in humanitarian assistance and the British public donated at least £64 million directly to NGOs through the Disasters Emergency Committee (DEC) appeal. In addition many Pakistanis living in the UK helped by increasing their level of remittance.

The Taliban insurgency in Pakistan’s North-West Frontier Province and the Federally Administered Tribal Areas, and the military offensive against the Taliban launched 6 May 2009, have created approximately 2.5 million internally-displaced persons (IDPs), of whom 235, 000 are currently in IDP camps. The UNHCR predicts a dramatic rise in these figures as IDPs return to a continuing unstable situation. This report urges the Pakistani government to restore the rule of law, including transparency for reluctant international donors. Expenditure should centre on reconstruction and a long-term plan for regional stability, with a focus on safeguarding the rights of minorities, in order to minimise the reliance on IDP camps and the potential for the Taliban to exploit dissatisfaction. The Pashtun minority are historically at risk of both association with the Taliban, and discrimination due to this association. The Taliban have targeted and suppressed women, and both ethnic and religious minorities who are also subject to discrimination in Pakistani society as a whole. If the government can address the humanitarian disaster swiftly with lasting solutions focused on development, education and human rights, they have an opportunity to engender national and regional stability by filling the vacuum exploited by the Taliban.
