Youth comprise over 52% of Ugandau2019s population, and many are at risk of or already struggling with the consequences of an unplanned pregnancy or a sexually transmitted infection (STI), including HIV/AIDS. Gender inequality-, social-, cultural-, economic-, and human rights-related barriers disproportionately affect adolescent girls and young women (AGYW). In 2017, the USAID-funded Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) Activity began working to increase the availability of, access to, and demand for quality health services with careful attention to underserved populations including AGYW. To reach AGYW, RHITES-E conducted a baseline mapping exercise using the Population Councilu2019s Girl Roster (GR) Tool to assess vulnerable AGYW and identify protective social assets and hotspots that promote vulnerabilities. The GR reflects indicators on whether AGYW are accessing basic entitlements set out by national laws and international human rights norms, such as the right to remain in school and unmarried until age 18. Three districts with low rates of health facility deliveries; high prevalence of gender-based violence, HIV, and teenage pregnancy; and disproportionately low uptake of modern family planning methods were selected for mapping. Trained RHITES-E staff mapped 29,046 girls; 28,819 (99%) AGYW were categorized by age, schooling, marital status, and living arrangement. 813 girls were married before adulthood and 223 girls were either divorced or not living with partner. Of 706 pregnant girls, 34% had at least one antenatal visit. In Amuria District, of 4,607 AGYW identified, 778 (17%) were not enrolled in school; 558 (12%) were married; and 192 were pregnant, of whom 79 (41%) had never attended antenatal care. Overall, both in and out of school adolescent girls aged 10-14 years had limited access to essential household, community, and social resources. The findings from the GR provided program managers actionable information to integrate sexual and reproductive health and rights approaches into existing RHITES-E intervention. Programs advocating for AGYW can benefit from the GR tool to develop interventions to address norms and empower young girls to stay in school, increase girlsu2019 social and economic assets, and engage men and boys as key partners in promoting gender equality for better health outcomes.

The evaluation of reproductive, maternal, newborn, and child health (RMNCH) by the Disease Control Priorities, Third Edition (DCP3) focuses on maternal conditions, childhood illness, and malnutrition. Specifically, the chapters address acute illness and undernutrition in children, principally under age 5. It also covers maternal mortality, morbidity, stillbirth, and influences to pregnancy and pre-pregnancy. Volume 3 focuses on developments since the publication of DCP2 and will also include the transition to older childhood, in particular, the overlap and commonality with the child development volume. The DCP3 evaluation of these conditions produced three key findings: 1. There is significant difficulty in measuring the burden of key conditions such as unintended pregnancy, unsafe abortion, nonsexually transmitted infections, infertility, and violence against women. 2. Investments in the continuum of care can have significant returns for improved and equitable access, health, poverty, and health systems. 3. There is a large difference in how RMNCH conditions affect different income groups; investments in RMNCH can lessen the disparity in terms of both health and financial risk.
