By contrast, little attention has been paid to the circumstances under which parties in conflict initiate and build barriers to free flow of information. Perceptions of eroding living standards, low levels of life satisfaction, and pessimism about prospects for economic mobility are widespread in the Middle East and North Africa region today. Conventional measures of economic well-being offer little explanation for these trends; in most countries in the region, extreme poverty is low and declining and economic inequality is lower than in other parts of the world. "Uneven Odds, Unequal Outcomes: Inequality of Opportunity in the Middle East and North Africa" investigates possible reasons for this disconnect, focusing on the role played by inadequate and unequal access to opportunities leading to economic mobility. The inability of most countries in the region to meet the economic aspirations of citizens is closely linked to persistent weaknesses in the labor markets where the pace of job creation has been chronically below levels required to absorb the growing and increasingly better educated population. Opportunities and life paths can diverge early in life if access to basic services in health, education, and infrastructure are unequally distributed among children in their formative years, and this book documents sharp disparities in the quality of services available to children of varying birth circumstances in the region. Although the most intense debates in development coalesce around inequality of income or wealth, the notion of inequality of opportunity has an intuitive appeal that can bridge ideological differences. “Decades go by and nothing happens; then weeks go by and decades happen”. This apt saying encapsulates the dramatic convulsions taking place across the Arab world that first erupted in 2011 in Tunisia and which rapidly spread to other countries. These events have affected the lives of ordinary citizens in many more ways than had been intended when the ‘Arab Spring’ broke out, with the endgame still not very clear as demonstrated in countries like Egypt, Syria and Libya. By comparison, with some exceptions, the six countries comprising the Gulf Cooperation Council have been relatively unaffected by the general turbulence and uncertainties lapping around them. However, geopolitical shifts involving global superpower rivalries, combined with revolutionary breakthroughs in the non-conventional hydrocarbon energy sector are threatening to challenge the importance of the Arabian Gulf as the world’s leading suppliers of energy, putting their economies under fiscal stress. The author examines such challenges by: • Providing the first in-depth statistical analytical assessment of the GCC countries using monthly data over the period 2001 -2013 for the three risk categories- economic, financial and political risks- and their sub –components so as to enable policymakers enhance components with low risk , while addressing components with perceived higher risk, • Assessing FDI and capital inflows and outflows before and after the “Arab Spring” , and how to encourage FDI inflows, • Inter –Arab and GCC trade and synergies in power transmission , transportation links and establishing new hubs of centers of manufacturing excellence , • Exploring private sector-led growth models to reduce forecasted unemployment. Lebanon experienced serious instability and ethno-national conflict following the Syrian withdrawal in 2005, compounded by the Arab Spring, which led to regional instability and civil war in Iraq and Syria. Why did consociational democracy fail? Was failure inevitable? What impact could external powers play in creating an environment where consociationalism might be successfully implemented? This book addresses these key questions and provides a comprehensive analysis of how internal and external elite relations influence the chances of a successful regulation of ethno-national conflict through power-sharing. Exploring the roles played by Syria, Qatar, Iran, Saudi Arabia, the United States and France, it argues that external actors in the Lebanese conflict largely determined whether power-sharing was successfully established and shows that the consociational democratic model cannot provide long-term conflict regulation in their absence. The author argues that relationships between internal and external actors determine the prospects for successful conflict regulation and pinpoints the crucial role of the external forces in the creation of power-sharing agreements in Lebanon concluding that future success is dependent on the maintenance of positive, exogenous pressures.
