At the Mogao Grottoes, a World Heritage site near Dunhuang city in Gansu Province, visitor numbers have increased inexorably since 1979 when the site opened. A national policy that identifies tourism as a pillar industry, along with pressure from local authorities and businesses to encourage more tourism, threatens to lead to an unsustainable situation for management, an unsafe and uncomfortable experience for visitors and irreparable damage to the fragile art of the cave temples for which the site is famous. In the context of the comprehensive visitor management plan developed for the Mogao Grottoes, a multi-year study began in 2001 as a joint undertaking of the Dunhuang Academy and the Getty Conservation Institute to determine the impact of visitation on the painted caves and develop strategies for sustainable visitation such that, once implemented, these threats would be resolved. The methodological framework featured a major research and assessment component that integrates visitor studies; laboratory investigations; environmental monitoring; field testing and condition assessment to address the issues affecting the grottoes and visitors. Results from this component led to defining limiting conditions, which were the basis for establishing a visitor capacity policy for the grottoes and developing long-term monitoring and management tools.

Within the framework of tourism companies and tourist destinations, the question of sustainability is gaining importance. Tourists are increasingly aware of the importance of sustainability criteria, awarding greater value to sustainable destinations. Sustainability refers to a wide range of aspects related to climate change, the economic organization of tourism, social values or questions, job creation, and the necessary protection of the culture of destinations and the environment. Therefore, there is a need for studies that consider these aspects in order to achieve the sustainable development of tourist destinations. Fundamental to this is discovering to what degree tourism companies and destinations approach these questions in the strategies they use to deal with problems stemming from their attempts to be more sustainable. With the exponential rise in leisure mobility, tourism has increasingly become of great economic significance. Cultural heritage, such as museums, churches, historical landscapes, urban parks, and exhibitions attract many visitors and countries, regions and cities which house such historic-cultural amenities have seen increasingly large waves of tourists. While an avalanche of tourists has a positive impact on the local economy, such modern mass tourism also brings about negative externalities such as congestion, decline in quality of life, low access to cultural amenities and loss of local identity; to the extent that the sustainability conditions of a locality might be endangered. The tourism sector requires better information to support its sustainability. Recognizing this, a task force was established to investigate the development of international indicators of sustainable tourism for the sector. The initiative to develop indicators of sustainable tourism began with a proposal from Canada to the World Tourism Organization. At meetings in Madrid in April, 1992, a working group was struck to carry out the development process and report back to the World Tourism Organization Environment Committee in the Spring of 1993. This is the report of that committee. The report reflects the results of a workshop held at the International Institute for Sustainable Development in Winnipeg Canada, and several rounds of review and input by the Working Group members.
