This document is the final report of the eighth session of the Scientific Sub-Committee of the Fishery Committee for the Eastern Central Atlantic (CECAF), which was held in Abidjan, Côte d’Ivoire from 23 to 26 October 2018. The SSC was immediately preceeded by a one-day meeting, on 22 October, on the EAF-Nansen Programme and upcoming survey related activities in the CECAF region. Major topics discussed were: (i) the reports of the assessment Working Groups on small pelagics and demersal species, as presented by the subgroups, and the report of the artisanal fisheries Working Group; (ii) fishery management advice in the CECAF region; (iii) reporting on the state of resources for the CECAF area and considerations for a revised advice framework; (iv) overview and coordination of ongoing research activities; (v) CECAF-FIRMS fisheries inventories; (vi) overview of CECAF statistics; (vii) deep-sea fisheries and vulnerable marine ecosystems; (viii) report of work of other projects/programmes in the CECAF region, report of work of research institutions or scientific groups in CECAF member countries; and (ix) future programme of work in the region. Le présent document constitue le rapport final de la huitième session du sous-comité scientifique du Comité des pêches pour l'Atlantique Centre-Est (COPACE), qui s'est tenue à Abidjan, en Côte d'Ivoire, du 23 au 26 octobre 2018. La session a été précédée d’une réunion d’une journée, le 22 octobre, sur le programme EAF-Nansen et les activités relatives aux enquêtes à venir dans la région du COPACE. Thirty-one regional fishery bodies (RFBs) participated in the Eighth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-8). The meeting brought together RFBs with diverse mandates from all geographic regions, including FAO and non-FAO regional fishery bodies, marine and inland fishery advisory and management bodies, the UNDOALOS and other invited organizations. The meeting allowed participants to exchange views and discuss both global fisheries management and development issues in aquaculture, as these related to regional and global processes of particular relevance to RFBs. In addition, RSN-8 provided the opportunity to discuss the development and strengthening of the RSN, as well as a space for reflection on the outcomes of COFI 34 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the network as a unique forum in which to foster cooperation, facilitate discussion and share experiences.

On 16 November 1994, the 1992 U.N. Law of the Sea Convention took effect. Progress is now evident in the implementation of Chapter 17 of Agenda 21, as reviewed by the 1997 UNGA Special Session. These developments and the establishment of the International Seabed Authority (ISBA) and the International Tribunal for the Law of the Sea (ITLOS) make the continuation of the NILOS Documentary Yearbook, now in its 11th year, of particular significance in the years to come. The Third Conference on the Law of the Sea marked a watershed in the emergence of African diplomatic and legal activities within the international system. Analysis of those states' participation therefore not only provides a template for the study of bloc activity at this level; it also adds the comprehensive analysis of African participation at UNCLOS III and, finally, it should also reveal the means by which states can more effectively impact global political and legislative processes. This study evaluates the extent to which the Exclusive Economic Zone (EEZ) concept represents an attempt by African states to allot to international law the task of correcting inequities between nations, and the future implications of such linkage. It critically explores and analyzes the conceptual framework that initiated action by African states in UNCLOS III, and it examines their attempts to operationalize this framework by their substantive participation in the negotiations. Finally, the study explores the future implications of African activity in the international legal and political system. In this evaluative process the author suggests the need for greater insight in conceptualizing the role of African states as a bloc within the international system. Only in this manner can a better appreciation be had of the important role African states are playing as contributors in the formation of contemporary international law.
