This document contains the final report of the DSB study on Defense Acquisition Reform (Phase II). The Phase I report firmly acknowledged the need to adopt commercial practices as a way of doing business, and developed a set of reform initiatives designed to accelerate the required changes. The thrust of the Phase II effort was to further define these areas by examining specific industry segments, identifying specific combatant commands for increase responsibility in the requirements process, and further identification of the barriers to the adoption of commercial practices. The Task Force concludes that: mature jet engines, microelectronics, software, and space systems can and should be procured and supported in a fully commercial environment; USACOM and CENTCOM should be given increased technical cadres to further their capability to participate in the requirements process; and it is feasible to eliminate may of the barriers to adoption of commercial practices without sacrificing the public trust in spending public funds.

The Advisory Group on Defense Intelligence (the Task Force) of the Defense Science Board (DSB) was tasked by the Under Secretary of Defense for Intelligence (USD(l)) to examine the manner and extent to which Operations Research (OR) is employed by the Department of Defense; how OR can be used to support Intelligence, Surveillance, and Reconnaissance (ISR) decision making; and the manner in which OR can be institutionalized in the Department of Defense (DoD). The Task Force reviewed the application of OR' - which it views as decision support analysis based on information collected and analyzed using the scientific method - throughout the DoD and the Services. The review was done on a selective basis, focusing principally on the resources available to conduct OR as opposed to specific programs. The Task Force looked at decision makers' commitment to the use of OR, the extent to which resources reflected the application of standard processes and practices, and the manner in which the results of resources appeared to be employed by the organizations of which they are a part. The Task Force also looked at several private-sector OR application models (notably FedEx), and at recent and historical use of OR in support of national security requirements.

The Terms of Reference directed the Task Force to address: 1. "conditions under which procurement of defense software can appropriately use commercial practices; 2. "what management practices DOD should employ for the most efficient and effective definition of, procurement of, integration and testing of, and maintenance of defense software ; 3. "whether DoD should develop any new software tools, technologies, or libraries;" 4. "what approach should be used to assure that such developments enter the mainstream of commercial industry." The Task Force determined that the majority of problems associated with DoD software development programs are a result of undisciplined execution. Accordingly the Task Force's recommendations emphasize a back-to-the- basics approach.
