Excerpt from Report of the Commissioners of the District of Columbia, Vol. 3: For the Year Ended June 30, 1897 The census taken by the police department during March, 1897, showed a population of 27 7 7 82, made up of whites and colored. Approximately, therefore, 32 per cent of the entire population is colored. Practically the same ratio prevails during the earlier periods of life as in the population as a whole, as 34 per cent of those under 7 years of age, and the same per cent of those under 15 years, belong to the colored race. The annual average increase since the police census of December, 1894, has been per cent for the whites, per cent for the colored, and per cent for the entire population. While the rate of increase for the colored remains very much below. That for the whites, the falling off in the rate has been slightly greater among the latter. Of the entire population. 47 per cent is male and 53 per cent female. As between the races we find among the whites 49 per cent male and 51 per cent female, while among the colored the corresponding figures are 45 per cent and 55 per cent. Excerpt from Report of the Commissioners of the District of Columbia, Vol. 1: For the Year Ended June 30, 1898 Earnest efforts have been made to further improve the condition Of this department by strengthening it in every possible way, so as to get the greatest advantage out Of the small number Of men allowed the District for the prevention Of crime, the arrest Of criminals, and the performance of the various duties which have from time to time been put upon the police. Those who have grown Old and feeble have been retired to the extent the moderate facilities afforded by Congress would permit and their places filled with young and active men. All the mounted men have been detailed to the county, enabling the department to give better attention to a large territory hitherto unprotected. The bicycle squad has been increased from five to twenty. The introduction of the bicycle into the police department, in this as well as in other cities, has proved a very decided benefit. The men can get about so silently and swiftly as to enable them to cover a large area in a short time. Instead Of having them do general duty all over the city, as heretofore, they are now assigned to precincts and their duties prescribed by the lieutenants.
