Blaine, May, 1888. This means, according to Mr. Blaine: (1) That if the United States was in all respects like Europe, "the condition and recompense of labor" in the United States would be the same as "the condition and recompense of labor" in Europe. But as nobody pretends that the condition of the United States is in any degree similar to that of Europe, or is likely to become so, there can be no sense in making any such assumption. (2) It implies that if it was not for our existing high-tariff policy, "the condition and recompense of labor" in the United States would be the same as "the condition and recompense of labor" in Europe, which assumption is not only not true, but has not the slightest foundation in truth. The objective of the paper is to answer an often-asked question : if tariff rates are reduced, what will happen to wage inequality ? We consider two types of wage inequality : between occupations (skills premium), and between industries. We use two large data bases of wage inequality that have become recently available and a large dataset of average tariff rates all covering the period between 1980 and 2000. We find that tariff reduction is associated with higher inter-occupational and inter-industry inequality in poorer countries (those below the world median income) and the reverse in richer countries. The results for inter-occupational inequality though must be treated with caution.
