A person in the Revenue Cutter Service who shall herfigxgrds of within the United States or on board an American vessel " ' endanger his own life in saving or endeavoring to save the lives of others from the perils of the sea, or who shall make such signal exertions in rescuing and succoring the shipwrecked and saving the drowning as, in the opinion of the Secretary of the Treasury, shall merit such recognition, is entitled to receive from the Government a life-saving medal, as follows: _ 1. There are two classes of med-als--gold and silver. Medals. 2. The gold medal is awarded only in cases of extreme and heroic daring. 3. The silver medal is awarded in cases not sufficiently distinguished to deserve the gold medal. '4. N 0 award of either medal will be made to any person Evidence. until suflicient evidence of his deserving shall have been presented to the Secretary of the Treasury. This evidence must carefully and fully set forth all the attending circumstances, in order that the degree of reward may be made commensurate with the daring displayed. 5.
