Spending on effective programs for young children is an investment that, if done well, will have very high returns, while failure to implement such programs will lower the returns on the hefty investments being made in primary, secondary, and higher education. Policies for young children belong at the core of a country's development agenda, alongside policies to develop infrastructure and strengthen institutions. However, if the services provided (or funded) by governments are to benefit children, they must be substantially better than what is currently being delivered in the region. This book offers suggestions for improving public policy in this critical area.

This book combines an institutional political economy approach to policy making with social network analysis of social policy formulation processes. Based on extensive interviews with governmental and nongovernmental actors, the case studies of social policy formulation in Argentina, The Bahamas, Bolivia, and Trinidad and Tobago show that while societal actors are central in the networks in South American countries, government officials are the main participants in the Caribbean countries. The comparative analysis of the networks of ideas, information, economic resources, and political power across these cases indicates that differences in the types of bureaucratic systems and governance structures may explain the diversity of actors with decision power and the resources used to influence social policy formulation across the region. These analytical and methodological contributions-combined with specific examples of policies and programs-will help to enhance the efficiency, efficacy, and sustainability of public policies in the social arena.

The transformation of the Latin American family has attracted increasing attention in sociodemographic studies, particularly those oriented from a gender perspective. This article reviews progress in the field and evaluates the links between families and public policies. It begins by focusing on the nature and meaning of modifications in family structure and dynamics (size, composition, headship, type and stability of unions, division of labor, and ways of living together). It then evaluates the extent to which there is agreement or disagreement between family changes and government initiatives. It focuses on programs oriented toward reconciling work and family and actions designed to highlight and sanction domestic violence. It concludes that, despite much that has been achieved, the actions taken so far are insufficient. It is essential to develop more complex analyses and explanations and to design reliable indicators that make it possible to monitor progress and omissions and gauge the scope of what remains to be done.
