There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This book brings together new studies on regional disparities in the provision and maintenance of health in Asia. Specifically, the individual chapters shed light on the various health challenges that Asian regions face with regard to environmental health, communicable and non-communicable diseases, reproductive health, and the development of health systems. The Southern Highlands is one of Papua New Guinea's most resource-rich provinces, but for a number of years the province has been riven by conflict. Longstanding inter-group rivalries, briefly set aside during the colonial period, have been compounded by competition for the benefits provided by the modern state and by fighting over the distribution of returns from the several big mining and petroleum projects located within the province or impinging upon it. Deaths from the various conflicts over the past decade number in the hundreds. As a result of inter-group fighting, criminal activity and vandalism, a number of businesses have withdrawn from the province. Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

The Asia Pacific Strategy for Emerging Diseases (APSED) was launched in 2005 as a common strategic framework for countries and areas of the region to strengthen their capacity to manage and respond to emerging disease threats, including influenza pandemics. Over the past five years, considerable progress has been made in the development and strengthening of the required core capacities. APSED 2010 will be implemented by building on the achievements of the original APSED, while recognizing variations in existing capacity levels across countries. It is intended that APSED 2010 will further support progress towards meeting International Health Regulations (2005) obligations and consolidate gains already made in establishing collective regional public health security. While APSED 2010 continued to focus on emerging diseases, it also seeks to maximize the benefits already achieved by widening its scope to include other acute public health threats and by identifying additional areas of synergy and special situations to which the Strategy can make important contributions. APSED (2010) seeks to provide a common framework for countries, WHO and partners to work together to enhance regional defence against public health threats.

Biomedicine in an Unstable Place is the story of people's struggle to make biomedicine work in a public hospital in Papua New Guinea. It is a story encompassing the history of hospital infrastructures as sites of colonial and postcolonial governance, the simultaneous production of Papua New Guinea as a site of global medical research and public health, and people's encounters with urban institutions and biomedical technologies. In Papua New Guinea, a century of state building has weakened already inadequate colonial infrastructures, and people experience the hospital as a space of institutional, medical, and ontological instability. In the hospital's clinics, biomedical practitioners struggle amid severe resource shortages to make the diseased body visible and knowable to the clinical gaze. That struggle is entangled with attempts by doctors, nurses, and patients to make themselves visible to external others—to kin, clinical experts, global scientists, politicians, and international development workers—as socially recognizable and valuable persons. Here hospital infrastructures emerge as relational technologies that are fundamentally fragile but also offer crucial opportunities for making people visible and knowable in new, unpredictable, and powerful ways.
