Excerpt from Course of Study: Baltimore County, Maryland, Public Schools; Grade I to VIII This Outline of Study is published by order of the Board of School Commissioners of Baltimore County, and in accordance with the By-Laws of the State Board of Education. It shows more or less in detail the subject matter by topics to be covered in each of the eight elementary grades, as well as the text-books, supplementary books and teachers' desk and reference books to be used; it also indicates aims and to a certain extent suggests methods of teaching. The Course of Study published in 1908 has been carefully revised and reconstructed by committees of teachers representing the various grades. All the suburban schools and teachers were not only invited to send in suggestions and criticisms of the 1908 Course of Study to these committees, but they were repeatedly requested to do so, until a reply was received. These suggestions were worked over by the committees of teachers working with the grade supervisors. Great care was taken to secure unity from grade to grade; to futher secure this end, outside specialists in various subjects were asked to criticise the subject matter as a whole in their special fields. The present Course of Study may, therefore, be characterized as the crystallized present judgment of large groups of specialists in grade teaching and of specialists in grade supervision, together with the judgment and helpful criticism of subject specialists not connected directly with our schools, on the organization of subject matter in their special fields. As such, it affords a new point of departure in our elementary school work. It represents our best experience and our present ideals and practice. Growth is expected to go on again from the moment it is put into use, and consequent modifications will be made in group meetings, as heretofore. It is intended to be no more static than any previous course. The Course of Study will be especially helpful as a guide to new teachers entering the corps, and, I trust, will prove an inspiration for further achievement to teachers and supervisors now in the corps who have so generously contributed their time and thought to its organization. My attitude was to welcome heartily a thorough survey of the Baltimore school system as a first and a most important move on the part of the reorganized Board of School Com missioners. My own experience with previous school surveys had taught me that a school survey properly conducted by a competent and impartial director, not connected with the school system being surveyed, could bring to that system a clearness of vision as to the existing situation, and a soundness of judgment as to recommendations for the future, that would be of tremendous and lasting value to the city under survey. Excerpt from Summer Work in Public Schools Former lengths of school years. During the earlier part of the nineteenth century, and even later, it was not unusual for rural and small - town children, especially girls and small boys, to attend school during a considerable part of the summer rather than during the severe winter weather. Probably the chief cause was that because of the lack of good roads and the distances that must be travelled to reach the schools, it was difficult to attend school during the winter. However, as roads were improved and as cities and towns became more numerous, the practice Of having summer terms became less common until it has become the almost universal practice for the longest vacation period of the year to come during the summer months, or perhaps to include all of them. In the larger cities Of the country conditions were different. Many, probably most, of them formerly had school years much longer than is the custom now, with Short vacations including only a small part of the summer. For example, the Commissioner of Education1 has re ported data on lengths of school years about 1841-42. Some of the lengths are reported in days, some in weeks, and some in months. Boston is stated to have had a session of 224 days, Washington of 238, Philadelphia Of and Detroit of 253. That of Cleveland was forty - three weeks in length, that of Chicago forty-eight, and that of. New York forty-nine.
