For many years American students of education have studied more or less carefully the schools of Germany. From these studies they have brought back many valuable ideas which are gradually changing for the better courses of study and methods of teaching in American schools and to some slight extent their organization and management. Studies of American schools by German educators has been less frequent. The author of this bulletin, whose ideas and work as director of the schools of Munich are more or less familiar to all students of education in America, spent some time in the United States for the purpose of studying elementary and secondary schools. This bulletin gives some detail of the author's opinion of American schools of this grade. Excerpt from Public Education in Germany and in the United States This book is an attempt at contributing something toward a mutual understanding of two nations which, educationally considered, are at the head of the column of civilization. Having recently received an unmistakable warning, that human strength is not inexhaustible, I hasten to complete the book, which will preach my last sermon, unadorned but full of good will to mankind. As I did twenty years ago, I recently went to Europe to inspect schools, especially, to see what the Germans accomplished in their rural schools, and incidentally to find some educational pearls. I do not care to fill the pages of my book with laws dealing with the organization or administration of German schools, for the laws of monarchies necessarily differ from those of a republic; principles and motives under the two kinds of government are dissimilar, hence also their dissimilar laws. Nor shall I fill the book with descriptions and pictures of school buildings, for neither the organization of schools nor their architecture make the schools. "What can it help us, if we have Windsor castles as school houses, when incompetency, ignorance and inexperience preside over the school rooms!" (Supt. A. J. Rickoff). The teacher is the school; nothing can change that. It is the German teacher's professional preparation which secures his success.
