Excerpt from Public Acts of the State of Tennessee: Passed by the Fifty-Seventh General Assembly, 1911 Whereas, the Acts of the General Assembly of the State of Tennessee have grown to such voluminous proportions in recent years on account of the increasing demand for local legislation it is advisable to have the same printed in two separate volumes; Be it therefore resolved by the House of Representatives, the Senate concurring, That the Secretary of State be, and is hereby, directed to print the Acts of the present General Assembly in two separate volumes; and in separating the same, he will designate the one volume "The Public Acts of Tennessee," and the other "The Private Acts of Tennessee." In the first he will place all Acts of a general nature only; and in the second, all Acts of a local nature or having a local application, such as Acts applying to counties of certain population; and he will proceed to take bids for printing the same accordingly as now required by law. This resolution is intended to apply to the printing of the Acts of this present session only. Passed March 31, 1911. Be it enacted by the General fissembly of the That hereafter, no stage contractor or driver, or owner, or captain of any steam boat or other water craft, shall receive and carry from ahy place in this State, to any other place, either in or out of the State, any black or coloured person, unless said coloured person shall produce the certificate of the clerk of the court of the county from which, said stage or steam boat is about to depart; which certificate shall be under the seal of said court, stating that the said clerk has known said coloured person, and that he or she is free, or has generally been reputed to be free, or that it has been proved to him by respectable witnesses known to him, (whom he is hereby authorised to swear, ) that said coloured person is free, or generally reputed so; or if said coloured person be actually a slave, then and in that case a verbal or written authority from the owner or owners, shall be sufficient.
