At a time when uneven power dynamics are high on development actors’ agenda, this book will be an important contribution to researchers and practitioners working on innovation in development and civil society. While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. This book directs attention to CSOs as drivers of development in various contexts that we refer to as the Global South. This book take a transformative stance, reimagining roles, relations and processes. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working. Based in 19 empirically grounded chapters, the book also offers an agenda for further research, design, and experimentation. Emphasizing the need to ‘Start from the South’ this book thus re-imagines and re-centers Civil Society collaborations in development, offering Southern-centred ways of understanding and developing relations, roles, and processes, in theory and practice. The paper reviews the implementation of the initiatives the IMF committed to in 2015 to support developing countries in pursuing the 2030 agenda for sustainable development, including (i) strengthening national tax systems; (ii) tackling large infrastructure gaps; (iii) promoting economic inclusion; (iv) the development of domestic financial markets; (v) intensifying engagement in fragile and conflict-affected states; (vi) improving economic statistics; (vii) expanding the financial safety net for developing countries; and (viii) addressing macroeconomic aspects of climate change. The implementation record to date shows that there has been a large scaling up of IMF support for the 2030 development agenda. The IMF has also engaged in other initiatives of direct relevance for supporting the 2030 development agenda, including adopting a framework to assess corruption vulnerabilities and developing a broad framework for assessing the spending levels needed to reach key SDGs. The paper draws lessons learned from the implementation of the various initiative to inform future IMF engagements.

The Regional Agenda for Inclusive Social Development was adopted by the member States of the Economic Commission for Latin America and the Caribbean (ECLAC) at the third session of the Regional Conference on Social Development in Latin America and the Caribbean, held in Mexico City from 1 to 3 October 2019.The purpose of this Agenda is to support the implementation of the social dimension of the 2030 Agenda for Sustainable Development in Latin America and the Caribbean, especially in those areas linked to the mandates of the ministries of social development and equivalent entities. The achievements, opportunities and critical obstacles related to inclusive social development in the region have been taken into account in the preparation of this Agenda. Its proposals are guided by eight principles: (i) the rights-based approach as a normative principle; (ii) empowerment and autonomy; (iii) dignified life and progressive well-being; (iv) universalism that is sensitive to differences; (v) an approach based on redistribution and solidarity, with financial sustainability; (vi) a systemic perspective on sustainable development; (vii) high-quality public policies; and (viii) partnerships and social compacts to consolidate State policies. Within this framework, in order to achieve the targets proposed by the 2030 Agenda for Sustainable Development, the countries of the region, after a wide-ranging debate and receiving comments from civil society, have focused the Regional Agenda for Inclusive Social Development on 56 lines of action grouped along four axes of implementation: universal and comprehensive social protection systems; policies to promote social and labour inclusion; a strengthened social institutional framework; and regional cooperation and integration.

Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Much of what we know about innovation theory and systems has come from the developed countries and reflects their world view. This publication focuses on the challenges faced by civil society to remain sustainable in response to major changes in the global political, economic and social environment.
