This bulletin is a report on certain aspects of college and university programs for the preparation of special education personnel. In this publication, no attempt is made to evaluate the quality of these programs. Instead it gives an overview of current opportunities in the United States for the preparation of special education teachers, and reports some status information on programs now in operation. This is the fourth nationwide study on special teacher preparation which the Office of Education has conducted, or in which the Office has contributed through collaboration. The purpose of this bulletin is to furnish information on these programs. Efforts have been made in this publication to provide information which will aid prospective teachers in the selection of a center for their specialized preparation. Too, the data should be useful to colleges and universities which are initiating or extending special education offerings. Finally, it should be helpful to State and local school administrators in their search for qualified educators to teach the Nation's 5,000,000 exceptional children. Appended are: (1) The Office of Education Study--"Qualification and Preparation of Teachers of Exceptional Children"; (2) Number of students, degrees granted, and faculty members in special education reported by colleges and universities which offered sequences of preparation during the academic year 1953-54; and (3) Excerpts from inquiry form used in collection of data. In some there are well organized departments of special education with excellent supervisory facilities and trained teachers. These are point ing the way toward the means of giving adequate attention to those pupils who deviate seriously from normal in physi cal, mental, or social equipment. To many who are teaching in such cities this series of pamphlets will not offer much that is new. It is more specifically designed, first, for those teachers who are working in rural or small urban districts where no special classes exist and who must provide for exceptional children as members. Of their own groups of supposedly normal pupils; and, second, for teachers of special classes who are handicapped by the absence of con: structive supervision and perhaps even by their own lack of adequate preparation for this specialized type of education.' What, then, is the teacher's responsibility, if he belongs to either of these two groups? He cannot avoid the issue or run away from his problem, for there it is facing him day after day as he enters the classroom. While the vast majority are closely similar, at either extreme are found some who differ In marked degree from the rest. These are the exceptional children, the handicapped and the gifted, who require differential treatment and training to make the most of their possibilities. The education of these exceptional children has marked social significance since from the handicapped, those at one extreme, come dependents and delinquents in numbers all out of propor tion to their frequency in the general population, and from the gifted, those at the other extreme, come most of our leaders. Neglect of the education of the handicapped means increased dependency and delinquency; neglect of the education of the gifted means inadequate leadership.
