Investigations of atmospheric pollution have recently reached a new stage. In addition to the estimation and the monitoring of pollutant concentrations in the air around their sources, by way of observational data and also by calcu lations on the basis of theoretical research, it is now possible to make short term forecasts of air pollution and to use them to regulate industrial emissions. Many countries are interested in such forecasts. In the Soviet Union the organizations of the State Committee of the USSR for Hydrometeorology (Goskomgidromet) are carrying out a wide-scale scientific programme on the devising of methods to forecast atmospheric pollution. Prognostic groups are organized in territorial hydrometeocenters; in essence a new forecasting service has been established. Nowadays, in more than 200 towns of the USSR predictions are made and transmitted to large enterprises for the purpose of taking the necessary steps to preserve air qua lity. To ensure an operative working of this service, Methodological Instruc (1979) have been issued, as well as other instructions and guides. Wide tions scale verifications of proposed calculating methods have been made. Prob lems of forecasting and regulating air pollution have become evident lately in other countries as well. Much attention to these problems is payed by the World Meteorological Organization (WMO). They have been widely dis cussed in a number of international conferences and meetings for modelling and investigating pollutant distribution in the atmosphere. The number of publications on this subject is rapidly increasing.

Under these laws, transportation planners must design regional highway and transit systems that contribute substantially to the attainment of federal air quality standards. This new requirement reveals important limitations to the standard methods by which transportation planners do their work. The mathematical models and statistical techniques used by transportation planners appear to be inadequate to enable them to analyze the air quality implications of alternative transportation plans. This was the situation when a group of environmental organizations brought suit in federal district court alleging that the Metropolitan Transportation Commission in the San Francisco Bay area had violated requirements of these laws in its transportation planning and highway funding activities. This volume provides an account of the legal dispute that pitted environmentalists against regional transportation planners, and which demonstrated that regional transportation planning methods are in need of substantial improvement. In 1969 the North Atlantic Treaty Organisation (NATO) established the Committee on Challenges of Modern Society (CCMS). The subject of air pol- tion was from the start, one of the priority problems under study within the fra- work of various pilot studies undertaken by this committee. The organization of a periodic conference dealing with air pollution modeling and its application has become one of the main activities within the pilot study relating to air pollution. The first five international conferences were organized by the United States as the pilot country; the second five by the Federal Republic of Germany; the third five by Belgium; the next four by The Netherlands; and the next five by Denmark; and with this one, the last three by Portugal. th This volume contains the papers and posters presented at the 27 NATO/CCMS International Technical Meeting on Air Pollution Modeling and Its Application held in Banff, Canada, 24-29 October 2004. The key topics at this ITM included: Role of Atmospheric Models in Air Pollution Policy and Abatement Strategies; Integrated Regional Modeling; Effects of Climate Change on Air Quality; Aerosols as Atmospheric Contaminants; New Developments; and Model Assessment and Verification. 104 participants from North and South America, Europe, Africa and Asia attended th the 27 ITM. The conference was jointly organized by the University of Aveiro, Portugal (Pilot Country) and by The University of Calgary, Canada (Host Country).
